Responding to the seizure of Venezuela President Nicolás Maduro by the United States, UN human rights chief Volker Türk on Tuesday reiterated deep concerns that the military operation undermined fundamental protections for sovereign countries.

The US action made “all States less safe around the world”, said Ravina Shamdasani, spokesperson for the High Commissioner.

Speaking to journalists in Geneva, Ms. Shamdasani rejected the US justification for its intervention on the grounds of the Venezuelan Government’s “longstanding and appalling” human rights record.

“Accountability for human rights violations cannot be achieved by unilateral military intervention in violation of international law,” she insisted.

“Far from being a victory for human rights, this military intervention, which is in contravention of Venezuelan sovereignty and the UN Charter, damages the architecture of international security…And this is a point that the Secretary-General has also made.”

The Security Council met in emergency session in New York to address the US rendition of Venezuela’s President Nicolás Maduro from Caracas, a move that has sent shockwaves through the region and beyond. The UN marked the 18th International Day of Democracy with “Voice to Action,” the first event in the Goals Lounge at UN Headquarters. Organized by the UN Office for Partnerships, the gathering celebrated 20 years of the UN Democracy Fund and brought together diplomats, UN officials, and civil society to discuss the future of democracy.

In a special message, UN Secretary-General António Guterres stated, “Democracy is powered by the will of the people, the voices of choices and their participation. Democracy that excludes is not democracy at all.”

Speakers stressed that democracy must deliver for everyone, especially women and youth.

The event closed with a shared commitment to defend and advance inclusive democracy.

The United Nations Office for Partnerships hosted a roundtable discussion, Building Democracies, on 19 March 2025 at the UN Headquarters, during the 69th session of the Commission on the Status of Women (CSW69). The event brought together civil society partners dedicated to promoting gender equality and women’s leadership, marking the 20th anniversary of the United Nations Democracy Fund (UNDEF), and 30 years since the Beijing Declaration. The roundtable reinforced the link between democracy and gender equality, emphasizing the power of local initiatives in shaping global change. Participants highlighted the need for collective action to advance women’s leadership and strengthen democratic institutions worldwide.

Annemarie Hou, Executive Director of the United Nations Office for Partnerships, emphasized the importance of SDG 5 in achieving gender equality. She highlighted UNDEF’s long-standing commitment to women’s leadership and community-driven initiatives advancing the Beijing Platform for Action. She also shared insights from the global initiative Women Rise for All and the We the Women global survey.

Julie Ballington (UN Women) presented the latest Women in Politics map, noting slow progress—men still outnumber women in leadership roles by more than 3 to 1, and only 25 countries have a female head of state or government. Annika Silva Leander (International IDEA) discussed findings from the 2024 Global State of Democracy report, underscoring ongoing barriers to women’s political representation.

Democracy: A gathering for breaking the gridlock.

Jointly with the United Nations Development Programme (UNDP), the UN Democracy Fund organized a special webinar dedicated to deliberative democracy and how this concept can be applied to enhance citizen engagement in public spheres.

According to Oliver Escobar, Professor of Public Policy and Democratic Innovation at the University of Edinburgh, deliberative democracy is when institutions, organisations and communities engage in collective sense-making and decision-making via public deliberation.

This form of democracy is based on considered judgment, inclusion, respect and reflection. In a world where division and polarization are very apparent, deliberative democracy can be the answer needed for communities and their vision for the future according to experts who joined the dialogue.

Leaders can also benefit from having their constituencies involved in these processes. As stated by Ian Walker, Executive Director of newDemocracy Foundation, “people in elected office find it really complimentary when people from all walks of life, different jobs, different backgrounds stand next to them and say, ‘this is a fair decision’.”

The members of United Nations Democracy Fund (UNDEF) Advisory Board met to review and endorse a selection of projects for its 18th Round of Funding totaling over USD 7.6 million.

For Round 18 UNDEF has received 1,863 project proposals from organizations in 133 countries, underlining a significant demand for democracy promotion initiatives globally. These proposals span various regions, predominantly originating from local civil society organizations across Africa, Asia, Europe, Latin America and the Caribbean, and the Middle East.

This year, UNDEF placed a special emphasis on climate action in addition to its six key focus areas: the rule of law and human rights, youth engagement, women’s empowerment, support to electoral processes, strengthening civil society capacity for interaction with government, and media and freedom of information.

A team of nine international experts rigorously evaluated each proposal against a comprehensive set of 10 criteria, resulting in a longlist of 201 projects. To refine the selection further, UN Resident Coordinators contributed their insights and feedback, ensuring alignment with existing efforts in respective countries and fields.
