Statement by the Anti-Corruption Foundation on Sanctions and the Release of Political Prisoners

We welcome any genuine efforts aimed at securing the release of Russian political prisoners.
It recently emerged that the U.S. administration is considering easing sanctions on Russia in exchange for the release of people persecuted for political reasons. It remains unclear whether this idea will lead to actual negotiations, or what the outcome of such negotiations might be. But if such a window of opportunity opens, it should be used to secure the release of as many people as possible.

Our position is that such negotiations should not be limited to lists of individual names. Hundreds of people in Russia are in prison for speaking out against the war, taking part in peaceful protests, supporting the opposition, donating to organizations designated as “extremist” by the authorities, and engaging in other forms of peaceful political activity. Many politically motivated cases never become public, which is why we consider it simply impossible to compile a complete list of political prisoners in Russia.

Moreover, releasing a number of political prisoners now would not prevent the Russian authorities from bringing new cases under the very same laws the next day. Such a deal would therefore fail to address the underlying problem.
We therefore propose a different approach: sanctions relief should be tied not only to the release of individual prisoners, but also to the repeal of repressive provisions in Russian law and the termination of entire categories of politically motivated criminal cases.

Decriminalizing Articles 207.3 and 280.3 of the Russian Criminal Code, commonly known as the laws on “military fakes” and “discrediting the army,” would mean releasing those convicted under these provisions, terminating ongoing proceedings, and preventing any new cases from being brought on these grounds.

The same principle should apply to politically motivated prosecutions under laws on “extremism,” “financing extremism,” “justifying terrorism,” and similar provisions when peaceful political activity, donations, speech, and beliefs are treated as criminal offenses.

Sanctions are one of the few real forms of leverage that democratic countries have over the Kremlin. If sanctions are to be eased, it is important that every such decision be accompanied by concrete, verifiable, and lasting changes inside Russia. The opportunity to secure these changes must not be missed, just as sanctions relief must not be traded for symbolic concessions.

We will work to ensure that any such negotiations bring the greatest possible benefit to Russian civil society.

Yulia Navalnaya Speaks About Alexei Navalny’s Memoir Patriot and the Future of Post-Putin Russia at the Library of Congress

Yulia Navalnaya spoke about Alexei Navalny’s memoir Patriot, her political work, and the situation in Russia. The discussion was moderated by Columbia University professor Timothy Frye.

More than 70 members of Congress attended the event, including both Democrats and Republicans. They expressed their support for the work of the Anti-Corruption Foundation and asked about our vision for Russia’s future—a vision we continue to develop together with experts at the Yulia Navalnaya Forums.

A copy of Patriot will now be housed in the collection of the Library of Congress—the world’s largest library.

Yulia Navalnaya delivered a keynote address at the European Conference on Democracy and Human Rights.

In her speech, she spoke about the future of a post-Putin Russia. Experts are actively working on these issues at forums organized by Navalnaya.

She also participated in meetings with PACE President Petra Bayr and Norwegian Foreign Minister Espen Barth Eide.

In Italy, a scandal has erupted after one of Vladimir Putin’s favorite propagandists insulted Prime Minister Giorgia Meloni.

The propagandist is Vladimir Solovyov. Do you know why he’s so angry at Italy? Italian authorities have seized four of his villas — all of which were uncovered by Alexei Navalny’s team.

We hope the Italian authorities will continue responding to the aggressive rhetoric of Putin’s propaganda machine by seizing the real estate of the Russian elite. Measures like this deliver a meaningful blow to a regime of kleptocrats and war criminals.

Despite our appeals, a villa in Italy belonging to Putin’s close ally Valentina Matvienko has still not been seized.

A memorial plaque honoring Alexei Navalny unveiled in Budapest

A memorial plaque dedicated to Alexei Navalny has been installed in central Budapest at the initiative of the Democratic Coalition party. Speaking at the unveiling, party representative and Member of the European Parliament Dobrev Klára highlighted Navalny’s courage and emphasized that Russia is not the same as Putin, just as Hungary is not the same as Orbán’s regime.

“Alexei Navalny is no longer just a hero of Russia, no longer merely part of Russian history. Alexei is a hero to all of us. Because integrity, human dignity, and fidelity to one’s values are not national traits—they are human ones.”

A speech by Yulia Navalnaya was also delivered at the ceremony, focusing on preserving Navalny’s legacy, the importance of his struggle, and Vladimir Putin’s responsibility for his death.

Thank you to everyone who keeps the memory of Alexei Navalny alive. His courage, his principles, and the cause to which he devoted his life.
