Norfolk State University is pleased to announce the largest gift in its 90-year history! Philanthropist MacKenzie Scott has awarded the university a gift of $50M to support furtherance of NSU’s mission to transform students’ lives through exemplary teaching, research and service. This is the second award by Scott to Norfolk State University, following a then record-making gift of $40M in 2020. Since that gift, President Javaune Adams-Gaston has consistently briefed Scott on the progress being made at the institution.

This $50M gift will catapult Norfolk State to its next level of excellence. President Adams-Gaston and administrators are grateful for the enormous vote of confidence Ms. Scott has placed in the institution and its ability to provide positive outcomes for our students. The 2020 gift was the result of the strategic plan and vision of the president and executive cabinet developed for Norfolk State. With successful implementation of those plans, this new gift shows that there was a positive return on the 2020 investment and recognizes Norfolk State as a place that is worthy of transformational support.

The 2025 gift will be invested to support student scholarships, faculty research and service, athletics and strategic initiatives of the institution. The record gift coincides with the 90th anniversary celebration of Norfolk State University and its Now Is Our Time Comprehensive campaign.

Mayor Adams Announces $15M in Emergency SNAP Funding for New Yorkers. Mayor Eric Adams has announced $15 million in emergency funding to help feed New Yorkers affected by the federal government shutdown.

Nearly 1.8 million NYC residents who rely on SNAP benefits were at risk of losing access to food this month — but the city is stepping up to ensure no one goes hungry.

This citywide emergency response will support food pantries, community kitchens, and outreach programs across all five boroughs, helping families, children, and older adults who depend on these vital resources.

“As a working-class mayor who grew up on government assistance, I will always fight for our most vulnerable,” said Mayor Adams.

Atlanta Mayor Andre Dickens has announced an immediate pause on evictions and residential water shutoffs through January 31, 2026, as federal SNAP funding faces a temporary lapse.

The initiative, known as “ATL CARES,” is designed to protect vulnerable residents who may lose access to food assistance. Under the order, city housing agencies are directed to suspend evictions for non-payment, and the Department of Watershed Management is prohibited from cutting off residential water service.

Mayor Dickens emphasized that the move ensures “no resident should go hungry or lose their home because of federal inaction.” The city is also partnering with the Atlanta Community Food Bank to provide emergency food assistance while federal support remains uncertain.

A federal judge has blocked President Trump’s attempt to suspend food assistance under the SNAP program amid the ongoing government shutdown.

U.S. District Judge John McConnell of Rhode Island issued an emergency order halting the suspension, siding with cities, nonprofits, and unions that argued cutting off SNAP benefits for more than 40 million Americans was unlawful.

Judge McConnell stated, “It is beyond argument that irreparable harm will occur, if it hasn’t already, given the fear many families face over access to food.”

The court ruled that the federal government still has resources available and ordered the USDA to use over $5 billion in reserve funds—originally established under President Biden—to keep SNAP running. Plaintiffs noted that additional reserves totaling $23 billion could also be used, given that SNAP costs roughly $9 billion per month.

The judge directed the agency to decide by Monday, November 3rd, whether SNAP benefits will be partially or fully funded.
