was formerly a non-profit organization formed to promote the humane treatment of animals, responsible pet ownership, shelter pet adoption and pet spay and neuter, all with the goal of increasing the live release rate of animals from our local animal shelter. All activities are performed by volunteers. We are not currently active in fundraising, so we cannot offer any financial assistance to pet ow

ners at this time. We do continue to use this page to share lost/found pets, and to help pets find new homes. Reducing the intake rate at the shelter also reduces the number of pets that need new homes. To accomplish this:
• We offer advice and assistance to owners to help them keep their pets, if they can, and help them re-home the pets themselves, if they can't. Assistance to pet owners could include pet food, pet confinement, training, assistance with veterinary costs, etc.
• We encourage people to get their pets altered (unless they are going to be shown, or thoughtfully and deliberately bred) and tell them about low cost options to get that done. When funding allows, we offer financial assistance. We also help with transportation to the clinics, if the pet owners are unable to get the pets to the clinics, themselves.
• We assist with the trapping of feral kitties, have them vaccinated and altered, and release them back where they live.
• We attempt to help lost pets get home, through the use of the internet and social media, and by posting fliers where the lost pets were found. To increase the live release rate, we promote the adoption of the pets from the shelter. We do this by:
• Posting pictures of the adoptable pets in local businesses, and on the internet, and social media.
• We occasionally offer special incentives to people who adopt from the shelter, such as gift baskets, or reduced price adoptions.
• We attend events in our community, and set up a booth with a display of the pets available, and discuss with people the importance of adopting from their local shelter. Eventually, we hope to be permitted to take the shelter pets out to these events with us. One of our future goals is the development of a Humane Education Program, to reach the youth of our community with our message of compassion towards animals. We will also encourage the Carroll Co. Humane Society to make improved efforts toward all these goals, as they are primarily funded through our tax dollars, and should do their best to serve our community, and our community's homeless pets.

🚨 FOSTER HOMES NEEDED! 🚨
Winter is right around the corner ❄️🥶 and we have less than 10 active foster homes at the moment 🙀🏠‼️That is much too small a number for the caseload we have, with more desperately needing help but NO ROOM to bring them into! The fact of the matter is we CANNOT save cats without HOMES to place them into. 😿 ❌

🙋🏻‍♀️🙋🏼🙋🏻‍♂️ WE NEED HELP! 🙋🏻‍♀️🙋🏼🙋🏻‍♂️

REQUIREMENTS :

🐱 Located in Carroll County or at least within a 30-45 minute travel radius of Carroll County (to make it easier when a cat/ kitten is sick and/or needs vet care)

🐱 All animals in the household should be: 1. Spayed/neutered (there might be a reason a pet is not & that would be considered on a case by case basis);
2. Vaccinated (again on a case by case basis there might be an exception on FVRCP due to medical/ immune issues, etc);
3. No dogs with high prey drive

🐱 FHAR pays for vet care at our partner vet offices and as approved by FHAR. We can provide litter box, food bowls, bed, toys, etc if needed. When we have donations of food, we offer it to fosters. Many foster parents cover the cost of food for their fosters. This is greatly appreciated because this allows funds to be allocated to other expenses such as medical/ vet care. If needed, we can provide food. Obviously, no cat/kitten will ever go hungry and we do not want someone to not be able to foster because of the cost of food. We always will do what we can to enable a good foster home to foster for FHAR.

🐱 No experience necessary, just a love of cats and a desire to save lives. You don’t need a big space. You can foster by yourself, as a teaching moment for your kids, as an entire family- fostering is for everyone! You can do this! We promise it is one of the most rewarding experiences of your life to save another’s 💕❤️🐾

ATTENTION MARYLAND RESIDENTS: The Maryland Cat Protection (Anti-Declaw) Bill, HB445, needs help from Maryland residents.

OPPONENTS are trying to insert an amendment that would allow declawing to continue unchecked. Right now it is a good bill. Here is the proposed amendment:

"(p. 3, end of line 15) ; or after providing counsel on alternatives to cat declawing, a veterinary practitioner may perform a declawing procedure with appropriate anesthesia and post operative pain medication management only after a completed affidavit was signed by the pet owner stating that without such a procedure, the cat would remain a threat to human health in the home."

The amendment may seem innocuous at first glance, but it is obvious that this it is intended to create a loophole. All a vet who is determined to continue to declaw need do is to insert a sentence in the consent form in which the client/cat owner attests that they were counseled "on alternatives to cat declawing" and in which the client also attests that they believe that "the cat would remain a threat to human health in the home." Really, who READS those consent forms???

The idea that declawing is an effective means of protecting humans is a myth rejected by the NIH, CDC, Infectious Diseases Society of America, US Public Health Service, National Hemophilia Foundation, American Cancer Society, American Association of Feline Practitioners, American Animal Hospital Association, countless humane organizations and rescue and adoption groups, VCA, Banfield, VCA-Canada, Canadian Veterinary Medical Association, Canadian Medical Association...even the AVMA!

Remember, scientific evidence (Dr. Martell-Moran's article in the Journal of Feline Medicine and Surgery, 2018) proves that DECLAWED CATS BITE MORE! Declawing cats puts humans at a GREATER risk.

If this amendment is taken:
1. Declawing will not be stopped and the bill's author will be considered fooled by the veterinary trade association. We do not want this!
2. Myth/bad science will be made into law
3. Cats and humans will be harmed (i.e., cats will continue to be declawed/mutilated...humans will have higher risk of being bit)
4. Vets, not physicians, would be making human heath decisions
5. Many who want effective legislation will vigorously oppose bill.
6. All pending and existing anti-declaw legislation will be threatened
