Interlocal Community Action Program (ICAP) is pleased to announce Jennie Harvey as our new Executive Director!
Jennie brings a strong commitment to serving our communities and supporting ICAP’s mission of helping individuals and families build stronger, more self-sufficient futures. As she steps into this leadership role, she looks forward to working alongside ICAP’s dedicated staff, community partners, and the people we serve throughout our communities.
We are excited for this next chapter at ICAP and the opportunities ahead under Jennie’s leadership.

The retirement party will now be held on August 27th, 2026 from 4-6 pm at the New Castle Public Library. Sorry for inconvenience this may cause. In honor of World Breastfeeding Week in August, our WIC team is planning a special celebration to recognize and support the incredible moms and families in our community. We'd love to make this event extra special—and we could use your help!
