The Horowitz Foundation for Social Policy The Horowitz Foundation for Social Policy supports research in the social sciences with a social policy focus through grants to PhD candidates.

The foundation was established in 1997 by Irving Louis Horowitz and Mary E. Curtis as a not-for-profit 501(c)(3) organization. Its general purpose is to support the advancement of research and understanding in the major fields of the social sciences. Its specific purpose is to provide small grants to aspiring PhD students at the dissertation level to support the research they are undertaking for t

heir project. Grant recipients are chosen by the board of Trustees based on the merit of their project and are administered to individuals not institutes. Since 1997, the foundation has supported more than 200 students from over 100 universities around the world.

You may be eligible to apply if you:

✅ Are a PhD student in the social sciences
✅ Are working on a dissertation with implications for social policy
✅ Have an approved dissertation proposal (or expect approval before December 1, 2026)
✅ Plan to complete your degree after our application deadline

The Horowitz Foundation awards $10,000 grants to outstanding doctoral students conducting policy-relevant research.
