Tennessee State Employees Association

Tennessee State Employees Association TSEA is an Association founded by state employees over 45 years ago to protect, advocate for, and represent the rights of Tennessee's state employees.

The Tennessee State Employees Association is a non-profit Association that represents the interests and rights of state employee members. TSEA is one of the largest independent state employee organizations in the nation, and one of the most successful at improving salaries, rights and benefits of state employees. TSEA is a unified group of active and retired state employees from all branches of st

ate government working together toward the goals of better working conditions and improved state services. Governed by a 19-member board of directors elected by its membership, the Association determines initiatives and goals each year at the annual Representative Assembly. Members are also actively involved at the local level through 47 chapters across the state. Members are involved in the political process through the Association's political action committee, the Tennessee Employees Action Movement (TEAM). TEAM endorses candidates in gubernatorial and state legislative races, and provides financial and volunteer support in the races of candidates who have worked with the Association to address the concerns of employees. TSEA is a recognized voice for state employees on Capitol Hill. The Association’s lobbying efforts during each legislative session have made a significant difference by achieving many improvements in employees' pay, rights and benefits. TSEA is a powerful advocate for its members. The Association's employee rights staff provides advice, assistance and representation to members regarding job-related problems, assists members with grievances and other situations where rights have been threatened or violated. After more than three decades of success we're still going strong! Won’t you Join us in our important work to make state service a great career choice?

Great turnout today for the Upper Cumberland and Cumberland Plateau Chapters' Legislative Brunch!

A huge thank you to the host chapter members who prepared a delicious breakfast of eggs, bacon, sausage, and pancakes while hosting members from their own chapters as well as from Morgan County, Fall Creek Falls, Rutherford County, and Davidson County Chapters.

Rep. Paul Sherrell joined us and took time to speak directly with state employees about the recent legislative session and other concerns.

Mike Crowley, Democratic primary candidate for U.S. House Tennessee District 6, also attended and addressed members.

Members and guests discussed the results of the 2026 legislative session, including the outcome of HB 2540, the legislative process, and what lies for state employees and Tennessee.

TSEA leadership in attendance included Constance Smith-Burwell (President), Dena Taylor (East TN Vice President), Jackie Coleman-Robinson (Board & TEAM PAC Secretary), and Pat Bowman (TEAM PAC Chair).

TSEA staff attending included LaTanya McAdoo (Executive Director), Evan Sudduth (Government Affairs Director), Chris Dauphin (Communications Director), and Field Representatives LeAnn Martin and Gary Goldberg.

Thank you to everyone who traveled, cooked, and participated in making today's brunch a success. Events like these help strengthen relationships, build understanding of the legislative process, and ensure the voices of Tennessee state employees are heard. Great job everyone! 🏛️💪

UPDATE: SB1873/HB2540 failed on the House Floor on Tuesday, April 21.

And now that the legislature has adjourned sine die (as of Thursday Night, April 23), the bill will not move forward in 2026.

This means none of the proposals or changes included in the bill will move forward and current law remains in place, including the 3-step appeals process.

It’s important to note the bill did pass the Senate, so it may return in a future session. We will continue communicating with all parties in the months ahead.
