Foster report:
Piper and I have a mealtime ritual. I walk into the fenced area with a bucket full of food. She gets all excited and wiggly. But I've got her to wait while I fill Phoenix's bowl first outside. Piper follows me every step but I don't let her have any until we go inside where her dish is She then eats it from the air as I'm pouring food in her bowl. But she's doing great with restraint. If I come to her with anything but food, she immediately greets me. When I have food that she could easily knock out of my hand,she back up excitedly.

Piper has gotten much better with food aggression. It's still there but very mild. I think she was probably starved or...

Piper has gotten much better with food aggression. It's still there but very mild. I think she was probably starved or deprived of food for long periods of time. Now that she knows I bring her food every day she has calmed down so much. Piper has bowl inside and Phoenix has her bowl outside (just for meal time) They share several bowls of water. She no longer frantically goes around to every bowl and guards it.

So bottom line...she has improved but I would still be cautious around other dogs at feeding time. I can approach her, but Phoenix can only get so close before she starts stressing! I'm optimistic that her progress will continue to grow. It's just going to take time and consistency.
