Transgender rights are once again being targeted by Republicans ahead of the 2026 midterms, with voters in multiple states set to decide on a wave of measures being moved to their ballots.
In Missouri, a certified proposal would ban gender-affirming care for minors while also rolling back abortion rights previously approved by voters in 2024. Advocates say this combination is designed to influence turnout and make transgender issues a part of wider political policy. A separate citizen-led effort in the state, however, aims to expand protections by adding gender identity to nondiscrimination laws.
In Colorado, two measures have already qualified for the ballot according to reports from Colorado Public Radio and The Colorado Sun, including one targeting trans student participation in sports in K-12 and college athletics and another seeking to restrict access to gender-affirming care for young people, particularly through limiting public funding and insurance.
Meanwhile, as reported by Maine Public, Maine is advancing a proposal that would require school sports participation and certain facility access to be based on s*x assigned at birth which would undo current policy, though lawmakers still have the option to act on it before it reaches voters.
A similar measure is progressing in Washington after legislators declined to adopt it, clearing the way for a public vote. That proposal would require verification from a health care provider on students’ s*x assigned at birth for participation in girls’ sports.
