I want to clarify the involvement of Solomon Kepkey.

To help bring things into perspective, it was public knowledge that I was a virgin. During that time, I was looking to marry, and during the Panama for Christ movement, I met a girl who we will now call “Sarah,” to protect her identity and avoid shaming anyone. She was from Panama and told me she was 20 years old. I told Solomon she was in her twenties. I asked Solomon to accompany me to meet her so that I would not be alone. Solomon said he would only do so with the approval of the leadership team of the Panamá para Cristo movement, and so he accompanied me, doing me a favor.

In 2020, I informed Solomon that I had bought a ring and that I was very serious about marrying Sarah and bringing her to Costa Rica. Solomon replied that this could only be done with the approval of the national board of the movement Costa Rica for Christ. I organized the meeting and spoke with a member of the board about my intentions to marry Sarah. This member agreed. I asked him to officiate the wedding, and he said yes.

I also asked Solomon to come with me and drive to pick Sarah up from a location within Costa Rica.

I want to make it very clear that I never confessed my moral failures to Solomon Kepkey. Solomon was never an accomplice, helper, or cover-up agent of my failures. He couldn’t have covered anything up because he didn’t know. When Solomon found out about my failure, it was he who informed the board about it.

He did not work behind the scenes to keep me in ministry as the rumors and gossip have claimed. Solomon was not part of my restoration process, and we have not worked together since July 2022 in Costa Rica until the present. I was being accountable to others but not to Solomon, and I unintentionally dragged him into this situation.

During the time Solomon was gathering information, he made certain discoveries which exposed deceptive schemes involving Tim Harrison and disrupted his plans to take over the ministry and its finances. From that point onward, they turned their attacks on him.

Solomon is a man above reproach and has continued serving God faithfully and independently all this time. My failures of the past were my failures and nobody else is responsible for them.

CFC Board of Directors Statement

Over the past fifteen years, Cities for Christ has labored faithfully to preach the gospel, train disciples, and serve communities across South America and beyond. By God’s grace, multitudes heard the good news of Jesus Christ through this ministry. We give Him all glory for the fruit that was borne.

Unfortunately, the ministry has been tainted with unwise choices of its leader, Steve Koko. Three years ago, Steve Koko confessed sins to his Board, his staff, mentors, and pastors. Steve admitted that he had engaged in sexual relationships with adult women outside of marriage. Koko underwent a season of intensive counseling, including accountability and spiritual oversight from pastors, followed by ongoing guidance and mentoring to support continued growth and accountability. The Board investigated all matters surrounding Koko, financially, personally, and corporately in great detail. At no time did the Board find evidence of any crime being committed. To our knowledge, there is no prosecutor in the United States, Panama, or elsewhere seeking to arrest or charge Koko for any crime.

Despite Koko’s repentance and requests for forgiveness, a small group of accusers have refused reconciliation and rejected forgiveness. These accusers have now taken these sins from three years ago and communicated them to the public in a way to make it appear that there was a culture of “cover-up.” This is simply untrue. Koko admitted to these sins and asked for forgiveness three years ago, not just to the women he affected but to everyone around him. These accusers have ignored repeated invitations for private dialogue, including offers for face-to-face discussions with Koko for the sake of transparency and brotherly reconciliation.

With prayerful consideration, Cities for Christ will now close so as to guard the name of Christ and prevent further reproach upon the gospel. Koko will no longer participate in any ministry for the foreseeable future. The CFC Board has asked Koko to rest in God, his Redeemer and Savior, Jesus Christ, and take to heart the scripture in Isaiah 30:15: “In repentance and rest you will be saved, In quietness and trust is your strength.” Thus, Steve Koko will stay quiet. Neither Steve nor the CFC Board will respond publicly to the accusers.

As for those pastors and leaders that have listened to Steve Koko’s tearful confessions and have counseled Steve over the past three years, we ask that they be respected and “counted worthy of double honor” (1 Timothy 5:17). At no time did these pastors and leaders cover up what Steve Koko did but advised Steve on how to repent and move forward as a child of God. This is especially true of Gary York, who was only brought in after Steve Koko confessed his sins to lead Steve's restoration process. In June 2025, Gary felt the need to focus his efforts on other matters and recommended that CFC be dissolved and Steve taken out of ministry. CFC thanks Gary for all of his time and sincere heart for restoration.
