The Northeast Kentucky Reentry Council is made up of the Buffalo Trace Area Development District (Bracken, Mason, Robertson, Fleming, and Lewis counties), and the Gateway Area Development District (Rowan, Bath, Montgomery, Menifee, and Morgan counties).
