Notice to Bidders — Snow & Ice Management Services (Sealed Bids)

New Hope Fire Department invites sealed bids from qualified contractors to provide snow plowing and related services for the 2025–2026 winter season at:
5949 New Hope Rd, Moravia, NY 13118
Scope of Work
Services shall include, at a minimum:
• Snow plowing of:
• the lot to the east of the firehouse
• the area in front of the truck bay doors
• the area to the rear (“out back”) of the firehouse
• Shoveling to clear in front of all truck bay doors and all man doors to ensure safe, easy access for personnel and apparatus.
The contract period will begin November 1, 2025 and run through April 2026.
Bid Submission
• Deadline: Sealed bids must be received no later than October 15, 2025.
• Envelope Labeling: Mark the outside of the envelope “SNOW & ICE BID – NEW HOPE FIRE DEPT.”

Bid Contents
Bids should include:
• Company name, contact person, phone, and email.
• Pricing (seasonal and/or per-event), including any rates for shoveling and de-icing.
• Proposed trigger depth, response time, and service hours (including storms and call-outs).
• Three recent references for similar work.
• Insurance certificates (or statement of ability to provide prior to award):
General Liability (min. $1,000,000 per occurrence), Auto Liability, Workers’ Compensation and NYS Disability coverage, and a Hold Harmless/Indemnification in favor of New Hope Fire Department.
• Any exclusions or optional services (e.g., salt/sand application, ice control).
Additional Terms
• The Department may conduct a site walk with the apparent low bidder prior to award.
• The Department reserves the right to reject any or all bids, to waive informalities, and to accept the bid deemed in the best interest of the Department.
• The successful contractor must comply with all applicable federal, state, and local laws and regulations.

This month we participated in the Moravia and Locke parades. At the Locke parade we won best appearing marchers. Great job to our members! And thank you to Moravia and Locke for inviting us to participate. We look forward to joining the parades again next year.

Firefighter Line of Duty Death – Broome County

The West Colesville Fire Company along with the Broome County Office of Emergency Services are saddened to announce the line of duty death of West Colesville Fire Company Fire Chief James Sitek, who passed away while assisting at the scene of a residential fire in the Town of Conklin early this morning.

On Friday, July 4, 2025 at 2:53am, the Broome County 911 Center received a call reporting a possible house fire at 21 JR Blvd in the Town of Conklin. Crews from the Conklin, Five Mile Point and Town of Binghamton fire departments as well as Broome Ambulance were dispatched to the scene while Kirkwood and Hallstead, Pennsylvania Fire Departments were placed on stand-by.

First arriving units at the fire scene found a residence with heavy fire and immediately called for a second alarm response, bringing firefighters from the Kirkwood, West Colesville, West Windsor and Hallstead fire departments to the scene. All occupants were reported to be out of the residence with one suffering light burns to the legs. Firefighters battled the fire and were able to bring it under control in under an hour. Firefighters then continued their work to make certain there were no leftover pockets of fire in the residence.

During the course of the incident, Fire Chief James Sitek, who had responded to the fire scene with the West Colesville Fire Company, suffered an apparent medical emergency. Medical care was immediately rendered by emergency personnel at the scene and he was transported to Wilson Hospital by Broome Ambulance where he was pronounced deceased a short time later.

Jim was a 35-year volunteer firefighter of the West Colesville Fire Company. He held many roles and most currently served as the Fire Chief for the past 3 years.

The fire is currently under investigation by the Broome County Fire Investigation Office, the New York State Office of Fire Prevention and Control and the Broome County Sheriffs Office.
