Eastern Allegheny Council for Human Services (EACHS) Head Start is a non-profit Head Start organization funded to serve 263 children between the ages of 3 and 5 throughout Grant, Hardy, and Hampshire Counties in WV.

Local leaders know their communities best. The Head Start Notice of Proposed Rulemaking (NPRM) proposes eliminating federal staffing ratios in favor of state licensing standards and reducing required program hours and days.

NHSA supports giving programs room to run in ways that make sense locally, but flexibility should create more ways to deliver for children, not quietly reduce what children receive. If Washington offers programs more options and funds them, that's flexibility. If Washington has already decided where programs must spend less, the decision is no longer entirely local.

Fewer hours, more staff turnover, or less experienced staff may save money on one line of a budget, but those savings can show up as costs elsewhere, for programs, families, and children.

Tonight is a great night for a little family science and sky watching!

The Full Sturgeon Moon will light up the night sky, and this month's full moon is extra special because it coincides with a deep partial lunar eclipse!🌕🌎☀️

👀 Take the opportunity to step outside with your little ones, look up at the Moon, and talk about what you see!

💡 Ask your child:
🌕 What shape do you see?
🔭 Does the Moon look different tonight?
🌎 What do you think causes the Moon to change?
✨ Can you see any stars around it?

You don't need a telescope or special equipment—just a safe place to look at the night sky and a little curiosity!

We’re excited to share the September Calendar of Events from the Hardy, Grant & Hampshire County Family Support Centers!

EACHS Head Start families—you’re invited! These Family Support Centers offer wonderful opportunities for families to connect, learn, play, and build stronger communities together.

Whether you’re looking for something fun to do with your children, opportunities to meet other families, or helpful resources and support, there’s something for everyone!

Head Start programs run on more than instruction. Behind every classroom are the people who handle eligibility and background checks, community-wide planning, health and safety compliance, records, and family support — work that keeps children safe and programs accountable.

The Head Start Notice of Proposed Rulemaking (NPRM) includes a proposal to cut the current 15% cap on administrative costs down to 5%. NHSA supports putting as much funding as possible toward children and classrooms and responsible limits on overhead. But cutting paperwork should not mean cutting the people and systems that keep children safe and programs running well.

A program serving 40 families and a program serving 1,000 families don't operate with identical cost structures — a one-size-fits-all cap can be especially difficult for small and rural programs.

Every child deserves the opportunity to learn, grow, and belong in the classroom.

Head Start’s current standards prohibit expulsion because of a child’s behavior and allow temporary suspension only as a last resort when there is a serious safety threat. Instead, programs work with parents, teachers, mental health consultants, and other specialists to understand a child’s needs and find solutions that support their safe participation.

As the federal government considers proposed changes to the Head Start Program Performance Standards, NHSA’s latest Notice of Proposed Rulemaking (NPRM) issue brief explores why protections around suspension and expulsion matter for children, families, and teachers.

Build Head Start for what’s next. Fewer rules cannot equal fewer results. Keep the promise.
