Filing Update – December 18, 2025

Respondents' Objection and Motion for Leave to Respond

Highlights:

On July 23, 2025, the Court issued a ruling ordering the Citizenship Board to issue citizenship cards to Rhonda Grayson, Jeffrey Kennedy, and all descendants of Freedmen under the 1866 Treaty.

The Court also declared that all "by blood" requirements specified in the 1979 Constitution were illegal from the start and therefore invalid. Because the Court declared all “by blood” references in the 1979 Constitution void from the beginning, those clauses are legally treated as if they never existed.

- No constitutional changes are needed, as the Court's decision already guarantees citizenship for Freedmen and nullifies the "by blood" clause ( Remove all reference to BY Blood in the Constitution).

- Chief Hill's Executive Order No. 25-05 is deemed unlawful because it delays and obstructs the enforcement of the Court's ruling.

- The Respondents should not be required to file new lawsuits or approach federal court, as the Muscogee (Creek) Nation Court serves as the final authority, and its orders must be followed.

- Objecting to the Citizenship Board's ongoing delays and the requirement for monthly status reports.

- Requesting the Court's permission to fully address these delays.

- Seeking enforcement of the July ruling to uphold the Court's authority and ensure that descendants of Freedmen receive their citizenship cards without further obstruction.

A Name Worth Millions: The Story of Sarah Rector and Her Family

We are happy to announce a special book signing event for A Name Worth Millions: The Story of Sarah Rector and Her Family on Saturday, January 17, 2026, from 12:00 PM to 2:00 PM.

The book, authored by Karen Carter Riffle, was created in partnership with the nieces of Sarah Rector, ensuring that this remarkable story is told with authenticity and family insight. Sarah Rector, often referred to as “the richest Black girl in America,” remains a symbol of resilience, legacy, and the complex history of Freedmen in Oklahoma (Indian Territory).

During the event, Karen Carter Riffle will be available to sign copies of the book. In addition, one niece of Sarah Rector will be present to meet with guests, share personal reflections, and answer questions about their family’s extraordinary history.

Good afternoon,

The link to the document for the First Monthly Status Report submitted by the Citizenship Board of the Muscogee (Creek) Nation to the Supreme Court of the Muscogee (Creek) Nation is attached. It addresses the Court's directives from its November 13, 2025, order concerning the implementation of the July 23, 2025, Order and Opinion related to the Freedmen litigation involving Rhonda K. Grayson and Jeffrey D. Kennedy.

The report outlines the Citizenship Board's responses to specific requests for information, including updates on policy and procedure amendments, code amendments, and administrative rules. The Board emphasizes its limited authority to act independently. It highlights the necessity of cooperation from the Principal Chief and the National Council to enact the required code amendments before any further actions can be taken.

Exhibits attached to the report provide supporting documentation, including correspondence with the Principal Chief and National Council, proposed amendments, and administrative procedures. ​ ​A formal statement from our attorney's will be posted soon.

We are excited to announce our upcoming exhibit and talk! We are honored to partner with the West Atlanta Watershed Alliance for the opening night event on December 2 in Atlanta, GA. The museum exhibit highlights the history of the Muscogee (Creek) and shares the stories of the Creek Freedmen (Black Creeks). It presents an important opportunity to expand our educational mission beyond Oklahoma and bring this vital history to a wider audience.

We look forward to seeing our members and supporters that reside in the area!

Important Court Update!

The Muscogee (Creek) Nation Supreme Court has addressed the Renewed Motion for Contempt filed by the attorneys representing Rhonda Grayson and Jeffrey Kennedy.

Court Order:
The Muscogee (Creek) Nation is now required to:
- Submit monthly status reports starting on December 5, 2025.
- Explain all actions taken to comply with the Court’s ruling from July 2025.
- Report any changes to policies, codes, or administrative rules, along with any delays encountered.
- Supply a clear timeline for when Freedmen citizenship cards will be issued.

We had the pleasure of welcoming visitors from Chicago, IL, to the museum this weekend. They arrived with limited knowledge about the history of the Five Tribes and the Freedmen of Indian Territory. We were honored to provide a historical overview and introduce them to the powerful legacy our exhibits represent.
