Our Story
Independent Support Services (ISS) was founded in 2003 by Alan Kulchinsky, who made it his life’s goal to improve and enrich the lives of people with developmental disabilities through Self-Direction. A businessman and parent of an individual with developmental disabilities, Alan has been instrumental in the emerging growth of both Self-Direction and ISS as a Fiscal Intermediary (FI) model. Early on, he recognized that individuals with developmental disabilities, when given the opportunity to make their own choices, and given the chance to deviate from the cookie cutter existence they were involuntarily placed in, thrived. It’s proven, when given the chance to reside in a less restrictive environment, such as their home or living independently, people blossomed and gained a heightened quality of life. From inception of the first office in 2005, to expansion in 2013, ISS started as a not-for--profit in Alan’s home. Today, ISS serves more than 1,700 participants in Long Island, the Hudson Valley, the Capital District, and throughout the upstate New York Region.
Independent Support Services, as a leading Fiscal Intermediary service is a not-for-profit agency providing administrative and billing support to Self-Direction participants, and their families. ISS operates as a co-manager. The participant and/or family is the “managing employer” and the FI, is the “employer of record”. As an FI, ISS is responsible for paying support staff and contracted services that families hire to assist a participant achieve success in their personal goals, and dreams. ISS also gathers and reviews paperwork to assure all Medicaid and OPWDD requirements are met, so the services and supports received are paid for. In addition, ISS provides staff training and helps with other staff issues, when necessary.
The road to Making Your Own Path is paved with inspiration, freedom of expression and the right to be self-reliant. Through Self-Determination, everyone is encouraged to follow their dreams and goals by choosing how they want to spend their time and with whom they would like to share their experiences with.
