The IAFF Local 1159 Foundation is a 501(c)3 foundation with the mission of supporting academic and athletic

organizations within Clackamas County that strengthen our community. Local 1159 Political Action:

The purpose of Local 1159’s political action is to support public safety and to maintain and improve the health, safety, and security of our firefighters. Our Political Action Committee (PAC) evaluates and recommends specific candidates or ballot measures for endorsement to the General Membership of Local 1159. Our top priority is to keep the men and women of all the fire agencies we represent safe. For that reason, we have been very involved in the electoral process for decades by supporting candidates for office at the local and state level who have demonstrated their dedication to public safety and desire to keep our firefighters a top priority in their administration. The Local 1159 PAC is non-partisan and does not recommend candidates based on party affiliation. We selectively support candidates and elected officials that share our priorities, support firefighter issues, and/or may have a beneficial effect in maintaining and improving public safety and the health, safety, and security of firefighters.

This past weekend, members of IAFF Local 1159 hosted a Women’s Fire Service Boot Camp at the Training Center. The event brought together women ages 18–21 who are interested in pursuing a career in the fire service and provided an opportunity to gain hands on experience while learning from those currently serving as firefighters. Participants spent the day building skills, asking questions, and getting a firsthand look at the profession. Thank you to everyone who helped make this event a success and to the future firefighters who joined us for the experience.

On Sunday, May 24, 2026, at approximately 10:20am, Clackamas Fire’s Technical Rescue Team responded to a mutual aid request from Hoodland Fire to assist with the rescue of an injured climber. Squad 319, Heavy Rescue 305, Truck 316, and Battalion Chief 301 responded to Timberline Lodge and proceeded on foot and via snow cat to the patient’s side where they found the climber pinned under a boulder estimated to weigh 16,000 lbs. The boulder had fallen on the patient during a minor rockslide, and despite immediate attempts at rescue by a large crowd of bystanders, the boulder could not be moved. Clackamas Fire leaders immediately established unified command of the scene with the Clackamas County Sheriff’s Office and Hoodland Fire.  
 
The climber was conscious and able to communicate, but the nature of the accident and potential severity of the person’s injuries called for a sophisticated response. As a group of Clackamas Fire’s highly trained rescuers worked to construct a system to lift the boulder from the patient, others contacted LifeFlight and OHSU to activate a specialized field surgical team. LifeFlight dispatched an aircraft to the scene and sent a second helicopter to the landing pad at OHSU. While rescuers labored in challenging conditions to remove the boulder, physicians and surgeons at OHSU quickly assembled medical equipment and loaded it onboard a LifeFlight helicopter in a remarkable display of collaboration. 
At approximately 12:30pm, just as the second helicopter was circling the scene to land, the Technical Rescue Team freed the patient from the boulder and moved the injured person to the first helicopter for immediate transport to an area hospital. 
 
The climber is being treated at an area hospital and is expected to recover. The swift action and strong collaboration between Clackamas Fire, Clackamas County Sheriff’s Office, Hoodland Fire, Timberline Lodge and Mt. Hood Ski Patrol, Life Flight Network, OHSU, Portland Mountain Rescue, PNW Search and Rescue, American Medical Response, and the Hood River Crag Rats made this complex rescue successful.

This Memorial Day, we remember the men and women who gave everything in service to this country. Their sacrifice is the reason we’re able to live, work, raise families, and serve our own communities in freedom. As firefighters, we understand the meaning of service and the weight that sacrifice carries. Today, IAFF Local 1159 honors those who never made it home and keeps their families in our thoughts.

Today is Election Day. Please remember to vote and support Measure 3-635 for the replacement of the South Shore Fire Station in Lake Oswego.

The current station was built in 1971 and has been identified as having major deficiencies, including seismic concerns, outdated systems, inadequate apparatus space, and firefighter decontamination limitations. The proposed replacement station would help maintain emergency response times, improve firefighter safety, meet modern seismic standards, and better support water rescue and wildfire response operations.

Lake Oswego firefighters respond to more than 5,000 calls annually, and maintaining four stations allows crews to reach 90% of high-priority emergencies within 8 minutes. A community task force reviewed alternatives, including renovation and closure, and ultimately recommended rebuilding the station as the most effective long-term solution for public and firefighter safety.

We’d like to take a moment and welcome Parker English as newest Union member. Last week, Parker was hired by as a Firefighter/Paramedic.

What Is Being Proposed

Sandy Fire District is proposing annexation into Clackamas Fire District to make emergency service improvements permanent and to increase local emergency response capabilities.

If approved by voters, Sandy Fire District would become part of Clackamas Fire District. Since 2021, Clackamas Fire has been providing Fire and EMS services to the community of Sandy through contracts for service. This has provided more robust regional services and collaboration.

What Would Change

The most significant service improvement is increased staffing. Currently Clackamas Fire serves the community of Sandy with one fire engine with three firefighters 24 hours a day and a lighter, quick response unit called a rescue, with two firefighters for 12 hours a day.

Rescue unit coverage would expand from 12 hours per day to 24 hours per day.

Sandy would have two fully staffed emergency response units available 24/7.

One fire engine with three firefighters (at least one paramedic)
One rescue/quick response unit with two firefighters (at least one paramedic).

Both units provide fire protection and Advanced Life Support (ALS) medical care.

This change ensures consistent emergency coverage overnight,
when resources are currently limited.

Why This Matters

Sandy is a growing bedroom community for the Clackamas and Portland metro area.

More than 5,000 Sandy residents commute outside the city for work. (Envision 2050).

Population and demand for emergency services increase at night as residents return home.

Currently, after 7:30 p.m., Sandy relies on a single staffed fire engine with backup responding from farther away.
Emergencies don’t stop at night; coverage shouldn’t either.

Cost to Citizens

The cost of increasing fire and EMS services would be $0.22 per $1,000 of Assessed Value (AV), not Real Market Value (RMV). For a $350,000 Assessed home, this increase would be $6.41 per month or $77 a year.

As a Special District, tax dollars go directly to the Fire District to provide services and do not go through the city or county budget. All $0.22 go directly to providing an increase in services to the citizens.

The increase would match the tax rate for the remainder of Clackamas Fire Citizens. Currently Clackamas Fire's tax rate is $2.4012 per $1,000, Sandy Fire District is $2.1775 for an increase of just over $0.22/$1,000 of AV.
