The Big Sky Upland Bird Association is a Montana-based group of upland bird enthusiasts dedicated to conservation of habitat, wild populations, and sporting opportunities. It is a membership-based organization (dues $25/year) led by Officers and a Board of Directors, and is registered as a non-profit with both the state of Montana and the IRS. BSUBA publishes a quarterly newsletter, holds business

meetings, engages in conservation and management planning with agencies for both public and private lands, does public outreach and education about upland bird issues, and may engage in legislative issues.

Two opportunities are presently open for hunters to give feedback to Montana Fish, Wildlife and Parks on upland hunting.
1. a first-ever proposal for mountain grouse trails in western Montana, and, There has been a years-long effort to develop trail recommendations for different stakeholders using a 40,000+ acre state-owned area in the mountains west of Missoula, the Fish Creek Wildlife Management Area and state park. Our Upland association is leading an initiative to identify for the first time in Montana 20+ miles of mountain grouse hunting trails on public ground. And in fall '26 there is no new 10-day non-resident delay for mountain grouse hunting, so this initiative may be attractive to all our members from wherever you hail.

The landscape is shrubby hillsides and grassy parks broken by pine, fir, and aspen intersecting seasonal drainages and springs. This often steep country was historically logged with over 300 miles of primitive roads now contouring along mountainsides. This landscape isn't pristine, but it is productive. Much of this area supports populations of Ruffed and Dusky grouse, as well as big game. Many historic roads are already closed to motorized use but can be approached by open roads. Most closed roads will stay that way because if our preferred grouse hunting routes are adopted these will be for foot hunters only from Sept. 1 through season end.

Upland bird hunters have two weeks- until April 15- to submit comments supporting this precedent-setting mountain grouse trail proposal. The recommendations are brief, and can be found at pages 8-9 at this link grouse trail recommendations. 2. a brief survey on hunter satisfaction with pen-raised pheasants being raised at the Deer Lodge prison, and released in many Wildlife Management Areas in central and eastern Montana since 2022. Up to $1mil. of hunting license revenues and fi****ms excise taxes are being expended annually with otherwise could be used for habitat improvement and new upland hunting access. Montana FWP wants to hear from pheasant hunters. The agency is spending a million dollars a year of our license and P-R excise taxes for Deer Lodge prison to raise pheasants in pens and turn them loose each fall on state lands. We generally consider this program a waste... most our members would rather hunt Montana's wild pheasants in good habitat. Here's your chance to give the department some feedback:

Volunteer opportunity: sharp-tailed grouse transplant, April in central and western MT. Application due March 20. If you are interested in assisting with the final year of transplanting grouse into western Montana, contact us for the application packet to volunteer with Montana Fish, Wildlife and Parks. Reimbursement rate is 72.5 cents/mi. for use of your personal vehicle to transport daily loads of grouse westward to the Blackfoot and Bitterroot valleys. Exact locations and dates to-be-determined. Heads up, the MT state agency that manages our 'school trust' lands (Dept. of Natural Resources and Conservation-DNRC) is reviewing their administrative rules governing recreational use of state trust lands. DNRC has a survey out to collect feedback from users of school trust lands and the link can be found on their website here:

Here's how DNRC summarizes this process regarding the survey which runs for the month of March, 2026:

"DNRC is launching a public survey to gather input from users of state trust land to help identify if there is an interest or need to update Montana's existing recreational use rules. The survey will not initiate a formal rulemaking process, but will help DNRC define the scope of any future rule revisions, gauge overall interest in changes, and identify topics that are most important to Montanans. All users of state trust land are encouraged to respond".
