Salman Elmi, winner of Minnesota’s 2021 “Outstanding Refugee Award” for entrepreneurship, has been charged with eight felony counts in an alleged Medicaid fraud scheme totaling more than $4.6 million.
The case is tied to a related sex-trafficking operation, with several co-defendants facing a combined 26 felony counts.
Corporate entities named in the complaint include REVA Health, REVA Health Autism Center, Helpful Housing, and Homefelt Assisted Living. The programs allegedly defrauded include Adult Rehabilitation Mental Health Services, autism intervention services (EIDBI), and Housing Stabilization Services.
