Trafficking Survivors Relief Act Becomes Law
We did it!
The Trafficking Survivors Relief Act (TSRA) (H.R. 4323 / S. 2255) was signed by President Trump last night. This critical piece of legislation is now law. A White House Statement was issued after signing.
The TSRA was one of our key advocacy priorities this year. You were an integral part of every step of this bill's progress, culminating with your outreach to the President. We convened on the Hill and met with legislators in July 2025. Sr. Maryann Agnes Mueller, Justice and Peace Coordinator for the Felician Sisters of North America, gave testimony about the importantce of this bill at our July 2025 Congressional briefing. In the months that followed, you contacted your Representatives and Senators several times to pass this bill. Your voice and actions made this happen.

This law establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion. The Government Accountability Office must assess the impact of this process, including the number of human trafficking survivors who file motions to vacate convictions or expunge records. The law also permits certain grants for legal representation to be used to seek post-conviction relief. The law allows a defendant to establish that the offenses were committed under duress by demonstrating that he or she was a victim of human trafficking at the time of the offense.
