MOAA Southeastern Wisconsin Chapter The chapter maintains a spirit of fellowship and camaraderie among active duty, retired & former commissioned & warrant officers of the Uniformed Services.

Chapter History

The SE Wisconsin Chapter was chartered June 4, 1970. Currently, there are over 275 chapter members. Annually, there are six chapter luncheons/meetings. These functions are held on Sundays at various restaurants during the months of February, April, June, August, October, and December. The August function is a picnic at the South Milwaukee Yacht Club. The luncheons/meetings incl

ude a variety of speakers or entertainment. The chapter lives the MOAA motto of “Never Stop Serving”. To this end, the chapter participates in the Toys for Tots program and the annual Veterans Day activities and dinner held at the Milwaukee County War Memorial in Milwaukee. The chapter also supports the Marquette ROTC Program (Army, Navy, and Air Force) with commissioning gold bars as well as MOAA medals and certificates. For the three Marquette ROTC components on a rotating basis, a scholarship is awarded annually. Additionally, the chapter provides MOAA medals and certificates to three Junior ROTC programs with chapter members participating in the ROTC presentation ceremonies. Further, twice a year members of the chapter assist with the Milwaukee "Operation Stand Down" that provides help to homeless veterans. Also, the President of the WI Council of Chapters participates in the MOAA's annual "Storming of the Hill" in Washington, D.C. The chapter also participates in the Retiree Days held in Milwaukee and at Fort McCoy. Membership in this MOAA Chapter is open to anyone who holds or has ever held a commission or warrant in any component of the Army, Marine Corps, Navy, Air Force, Coast Guard, Public Health Service or National Oceanic and Atmospheric Administration and their surviving spouses. The Chapter serves the geographical region of Southeastern Wisconsin; the postal zip codes are 530, 531, 532, 534. Generally, the area encompasses from 40 miles north of Milwaukee, south to the Illinois border and west half way to Madison. If you are a current or former commissioned or warrant officer, please contact Jim Blake, Membership Chairman, to discuss the value of being a chapter member. The membership year is from 1 July until 30 June. The annual dues are $20 payable prior to 1 July. A Chapter Life Membership is available that ranges in price from $355 for age 50 and under to $180 for age 76 and older.

The Chapter gathered on Sunday at Meyer's Restaurant & Bar for its annual Memorial Service, quarterly luncheon, and Officer elections. CAPT Frank Michael, USN (ret), Military Officers Association of America (MOAA) Senior Director for Affiliated Councils and Chapters, delivered the keynote address. He emphasized MOAA's strength and the crucial role of local Councils and Chapters in advancing the organization's mission while fostering community ties and local engagement with elected officials. The Chapter received 5-star awards for Levels of Excellence and Communications (newsletter) from CAPT Michael. These are based on the Chapters efforts for 2025 and are the highest levels of achievement.

A reminder of the risks that military personnel face each and every day.

We salute the service and sacrifice of Coast Guard Petty Officer 2nd Class Tyler Jaggers, an aviation survival technician assigned to Air Station Astoria, Oregon, who passed away the evening of March 5, 2026, as a result of critical injuries suffered during the rescue of a distressed mariner from a commercial ship offshore of Oregon on Feb. 27.

“Aviation Survival Technician Jaggers represented the very best of our Service and the Aviation Rescue Swimmer community,” said Admiral Kevin Lunday, Commandant of the U.S. Coast Guard. “He demonstrated extraordinary heroism in the face of danger, upholding the highest standards of courage and excellence for Coast Guard operations. We honor his selfless actions and unwavering devotion to our highest calling: to save others. His family has our deepest condolences and steadfast support, and we continue to honor their privacy during this very difficult time.”

The Chapter held its quarterly luncheon today and awarded its annual Americanism Award to John Mercure from WTMJ radio. John is a five time Emmy Award winning journalist that has led a life of giving back to veterans and the community.

One of John’s grandfathers was a survivor of the Japanese Attack on Pearl Harbor in 1941 while he was stationed aboard the USS HONLULU. His other grandfather was also a WWII veteran.

In 2003, John worked overseas as an embedded reporter in Iraq and Kuwait, with the Wisconsin Army National Guard’s 724th Engineer Battalion. The company that John was embedded with was led by Chapter Member and former War Memorial Chief Executive Officer and President Dan Buttery, Cpt, USA (ret).

In September of 2024, John hosted a WTMJ Cares radiothon to help Janine Siljan raise the $80,000 necessary to restore the replica of her brother Lance Siljan’s F-4 Phantom fighter jet near Mitchell International Airport. John is a regular Master of Ceremonies for the Memorial Day Ceremony at Wood National Cemetery.

Giving back to the community is of the utmost importance to John, who is proudly on the Board of Directors for Stars and Stripes Honor Flight. He has also worked extensively with the American Lung Association and Fisher House during his career.

John continues to support Veterans and our community, and it is an honor to recognize his journalism work, his activism as a volunteer, and his willingness to give our veterans a public voice. I can safely say that John represents the MOAA motto of Never Stop Serving. The Southeastern Wisconsin Chapter of MOAA is proud to recognize John Mercure as our Americanism Awardee.

As we enter the holidays, we are approaching one month until the Continuing Resolution ends (January 30th). Contact your Congressional representatives and request they get a full year budget deal done so that uniformed service members no longer have to worry about getting paid this fiscal year.
