This is a complimentary bill to our General Aviation Revitalization Act of 2026 which is just below. That one restores affordable and accessible airplanes. This bill rebuilds our general aviation pilot population. Not airlines and not military, but the private pilots that are the backbone of aviation in this country. At least they used to be.

It is a vital national interest, and a transportation infrastructure critical need, that this country restore a vibrant and growing, private and commercial, general aviation sector and community. In that regard I propose that the following shall be enacted:
