Date: May 7, 2026 Annual Board Meeting Minutes
Meeting called to order by Laurie Liebal 6:33pm.
6 homeowners, 3 board members in attendance.

Review of 2024-2025 yearly reports: motion to accept called by Ann Anderson, second by Raechelle Allison.
Proposed 2026-2027 budget: motion to accept called by Alfred Marshall, second by Raechelle Allison.

Explanation of expenditures 5/6/25—4/7/26:

• HOA insurance $1454 (increased)
• Property tax $526.10 (increased)
o Includes roads,
o pump house,
o drain field,
o retention pond,
o bus stop
• Street lights $3410.29 (increased)
• Office supplies $146
• Snow removal $1700
• MISC. (attorney, ads, materials, etc.) $2920.70

Total paid out: $10,157.09

Total income 5/8/25—4/13/26: $7688.05

Ending bank balance as of 4/30/26: $22,326.49

Outstanding HOA dues : $10,673.43 (includes late fees and 18% interest)
19 homeowners owe dues for this year. 13 homeowners owe dues for more than one year.

Old business:
1. Fountain (recirculating pump) for pond
a. Have contacted DNREC several times. No progress. Decided to contact our representatives and senators about problem.
2. Cleaning tax ditch
a. Inmates clean ditch with guards posted. A release must be signed by all residents who own property adjacent to ditch. 2 homeowners disapproved, so did not happen.
3. Still working on adding 3-4 lights to our streets.

New Business:

Covenant amendments:
• Ballots were sent to every homeowner regarding updates to the 1990 covenants.
Thank you to the 22 of 57 homeowners who responded. The HOA appreciates your involvement. All comments were reviewed and addressed as appropriate.
Laurie and Bonnie will be visiting each household with final draft for a signature and a yay or nay. With 66% of homeowners’ approval (38), the updates will be presented to Sussex County Clerk for registration.
At that time, the updated By-Laws will be distributed.
By-laws and covenants are 2 distinct documents. By-laws are administrative policies and covenants are the regulations of the development.

• A big thank you to W***y who dug us out of the massive snow. The HOA is considering changing snow removal companies and may ask W***y if he wants the job.
• Repair the asphalt hole at the entrance.
• We are considering replacing the posts marking the speedbumps with concrete posts. (Kids keep pulling them out)
• Repainting speedbumps with better paint. The paint used in 2024 wore off too easily, and checking the feasibility of cutting out the center of the bumps to create a space.

COMPLAINTS:
• Please ask your children not to stand in the middle of the road when waiting for the bus. A couple almost got hit with traffic entering the community. KEEP OUR KIDS SAFE!!
• Trash is being thrown into the drainage ditches again. Someone in this development has left nearly 2 dozen small whisky bottles near the back of Kent Drive. We know that sometimes the trash collectors aren’t the neatest, this is too specific. IF YOU DROP IT, PICK IT UP!!
• The HOA has received multiple complaints about excessive noise after hours (10pm); loud music and loud engines near lot 14. Please be respectful of your neighbors who have children and work different shifts.

REMINDERS:
• Homeowners are responsible to trim trees around lights. If you need help: call Laurie, Bonnie or William.
• Remember, you can go onto Delmarva power website to fix any streetlight. (all you need is the pole number)
• Please remember to take in your trash cans by 6PM. They should not be stored in front of your home or out by the street.
