The Center for Community Justice (originally the Kent County Community Justice Center) was founded by Judge Myron T. Steele (retired Chief Justice of the Delaware Supreme Court) to give victims control over the outcome of their cases, and to reduce the court back-log in the Court of Common Pleas and Family Court system. Originally, the program was funded through the Criminal Justice Council with federal funds.
In May of 1994, the CCJ began operation in Kent County with one staff person. Our first volunteer mediators were trained in August 1994. Referrals began in September and our first case was mediated in October. Two months later, the caseload had grown substantially and a second person was hired and we began adding components to the Center. The Center started offering Conflict Resolution classes for juveniles in 1995 and began offering Shoplifter’s Alternative classes in 1996. Expansion into Sussex County also began in 1996. From that point- our focal areas became increasing the referral rate, fine tuning the mediation process and continuing to grow.
In 2002, we expanded to address the need for mediation of violent offenses and added a new, innovative program- Victim’s Voices Heard, founded by Kim Book.
Since inception, the CCJ has mediated over 6,200 cases.
