Connecticut Legal Rights Project CLRP provides legal services to low income persons with mental health conditions at CT operated psychiatric hospitals.

We represent DMHAS clients in housing court and ensure their rights/voices are protected in conservatorship matters in probate court Connecticut Legal Rights Project, Inc., (CLRP) is a statewide non-profit agency which provides legal services to low income individuals with mental health conditions, who reside in hospitals or the community, on matters related to their treatment, recovery, and civil

rights. CLRP represents clients in accordance with their expressed preferences in administrative, judicial, and legislative venues to enforce their legal rights and assure that personal choices are respected and individual self-determination is protected. CLRP develops and supports initiatives to promote full community integration which maximizes opportunities for independence and self-sufficiency. Due to a lack of available resources and staff, CLRP attorneys and paralegals will only offer representation in cases that have substantial legal merit, and cannot accept every case. • Services and/or treatment and discharge from Department of Mental Health and Addiction Services or other providers;
• Inpatient hospital issues including, but not limited to: recovery planning, fresh air, privilege levels, privacy, medication, safety, seclusion and restraint;
• Americans with Disabilities Act, Rehabilitation Act, Connecticut Patients’ Bill of Rights, death or substantial injury in a state-facility, and right to community-based services;
• Disability discrimination in employment (training and consultation);
• Advance Directives to control health care and end of life decisions;
• Probate Court matters such as commitment and conservatorships, explaining rights and procedures, and collaborating with court appointed attorneys;
• Probate Court orders regarding conservatorships and forced medication; and
• Obtaining or maintaining stable housing by preventing eviction, public housing authority interventions, (including housing voucher issues) investigating housing denials and discrimination in obtaining or retaining housing, and requesting reasonable accommodations. CLRP DOES NOT ACCEPT
Divorce, custody, parental termination, child in need of care, wills, estates, workers’ compensation, unemployment compensation, immigration, criminal defense cases (or other cases where people are entitled to court-appointed lawyers) or cases not substantially related to a person’s psychiatric disability. CLRP only represents clients who are Connecticut residents.

Organization Overview
Connecticut Legal Rights Project (CLRP), is a non-profit legal services office that represents low-income adults with mental health conditions that receive treatment and services from the Department and Mental Health and Addiction Services. Our clients are on locked units at state-operated psychiatric hospitals or reside in the community and seek representation in eviction or other housing matters related to their mental health.

CLRP is a nonprofit organization seeks to redesign and rebuild our website (clrp.org). Our previous website was managed by a third-party developer who is no longer available, and we are now seeking a new long-term web partner to support redesign, hosting transition, and ongoing maintenance.
Our goal is to create a modern, accessible, and easy-to-manage website that supports our mission, improves public engagement, and allows staff to update content without technical support. The majority of our clients are not able to access the internet while hospitalized, so website users are those residing the community, family, friends and mental health service providers.

Project Goals
We are looking for a vendor to:
• Redesign and modernize our existing website
• Improve usability, mobile responsiveness, and accessibility (WCAG compliance preferred)
• Ensure easy internal content management (no-code or low-code preferred)
• Improve site performance, SEO, and security
• Support transition from current unknown/legacy hosting environment
• Provide guidance on best platform for long-term sustainability

Current Situation
• Domain: clrp.org (owned by our organization)
• Current hosting: Previous developer managed hosting and has passed away
• We may need full site rebuild depending on recoverability of existing files
• We require assistance identifying what, if any, content can be salvaged

Required Features (Preferred)
Please indicate experience with the following:
• Content Management System (WordPress, Squarespace, or similar)
• Mobile-responsive design
• Accessibility compliance (ADA / WCAG 2.1 or higher)
• Donation integration (if applicable)
• Contact or intake forms with routing
• Blog or news section
• Basic SEO setup
• Analytics integration (Google Analytics or equivalent)
• Section of site to be password protected to share private content with select users.

Deliverables
We expect:
• Website design mockups (homepage + internal page templates)
• Fully developed and launched website
• Migration or rebuild of existing content (if possible)
• Training for staff on website updates
• Documentation of login credentials and system ownership

Hosting & Ownership Requirements
This is a critical requirement:
• All hosting accounts must be registered under our organization’s name
• We must have full administrative access to all systems
• No vendor lock-in or proprietary restrictions on content ownership
• Clear documentation of all credentials and systems upon completion

Budget Range
We anticipate a budget in the range of:
• $3,000 – $12,000 depending on scope and complexity
Please provide detailed pricing breakdowns including:
• Design
• Development
• Hosting setup
• Content migration
• Availability for questions, tutelage and maintenance.

Timeline
We are seeking:
• Project start: ASAP
• Initial concepts: within 2–3 weeks of kickoff
• Full launch: ideally within 6–10 weeks (flexible depending on scope)

CLRP Condemns Executive Order as Unjust and Inhumane

Connecticut Legal Rights Project joins the array of organizations criticizing the recent Executive Order "Ending Crime and Disorder on America's Streets," which represents a profoundly misguided approach to addressing the challenges faced by people who are unhoused and may be experiencing mental health conditions or substance use disorders. The Order outlines a plan to "shift[] homeless individuals into long-term institutional settings for humane treatment through the appropriate use of civil commitment" and aims to undo decades of Supreme Court and state law precedents that protect the civil liberties of people subjected to the civil commitment process.

Civil commitment represents a significant deprivation of liberty pursuant to a state's police powers and should not be used as a blunt tool to mass institutionalize people who are homeless.

Participating in treatment should not be a mandatory requirement of receiving housing assistance. The emphasis on coercion instead of maximizing opportunities for access to voluntary care will lead to less engagement with the support system.

Connecticut's Department of Mental Health and Addiction Services recognizes that "most people with mental illnesses and/or substance use disorders can and should be treated in community settings, and that inpatient treatment should be used only when absolutely necessary to meet the best interests of the patient." people with mental health conditions in a hospital, rather than offering them access to care in the community, is in stark contrast to that recognition. The Executive Order is in violation of the integration mandate of the Americans with Disabilities Act, a Congressionally enacted federal statute that cannot be undone by an executive order.

We need more affordable, accessible housing and community-based services. The cost of a return to the era of large institutions, both financially and in the loss of dignity, self-determination, and personal choice, is one we cannot afford to bear.

People can and do recover when they have access to services that are responsive to their needs and respect their autonomy. Separating people from the community by confining them in hospitals and increasing the use of forced treatment is not the way forward.
