OFFICIAL STATEMENT OF CLARIFICATION
Concerning the Canonical and Legal Standing of the Institution and the Integrity of the Peace Studies Mission
Reference: UMKC/OAC/2026/9-9 Date of Issue: 9 September 2026 Issued to: Ordained Ministers, Regional Deaneries, Affiliated Congregations, Network Institutions and Partners in the Kingdom of Cambodia, the Kingdom of Thailand, and the wider CLMVT region
PREAMBLE
The Administration of Universal Ministries of The King's College ("the Institution") has received formal reports from its regional offices in Cambodia and Thailand concerning statements circulated by certain individuals and groups against the Peace Studies Mission and its associated formation programmes.
These statements have characterised the Institution as an unauthorised or illegitimate body, and its conferred qualifications as being without foundation. Such characterisations are made without reference to the Institution's constitutional documents, its registration instruments, or the legal framework under which it lawfully operates. They cause injury not only to the Institution, but to the dignity of the ministers, catechists, educators and volunteers who serve the peace of their communities without remuneration.
The Institution does not answer such statements in a spirit of contention. It answers them in a spirit of clarity — because those who serve in our name are entitled to know precisely what they hold, on what authority they hold it, and what it does and does not represent. Accordingly, the Administration sets forth the following declarations of fact.
ARTICLE I — LEGAL CONSTITUTION AND CANONICAL STATUS
1.1 Universal Ministries of The King's College is constituted as a not-for-profit religious organisation, duly and lawfully registered in the State of Florida, United States of America under Document No. N15000009982, and additionally registered in the United Kingdom under Company No. 16861037, with administrative offices in Miami and London.
1.2 The Institution operates as a Religious Independent Institute (RII) and ecclesiastical body. Under the law of the State of Florida, religious institutions that confer exclusively religious degrees and titles for religious vocations are expressly recognised and are not subject to the licensure regime governing commercial post-secondary providers. The Institution's standing therefore rests upon an affirmative provision of law and upon the constitutional protection afforded to religious bodies — not upon the absence of regulation, and still less upon any evasion of it.
1.3 The Institution operates a closed ecclesiastical system. It does not enrol members of the general public, does not advertise for students, and does not compete with the national education systems of any nation in which its ministers serve. Its formation is directed exclusively to the development of personnel within its own religious network.
1.4 The Institution states plainly, and has always stated, that its religious and ministerial awards are ecclesiastical qualifications conferred for service within a religious body. They are not represented as, and should not be presented as, equivalents of secular academic degrees issued under the national qualifications frameworks of Cambodia, Thailand, or any other sovereign state. Any person who represents them otherwise does so contrary to the express instruction of this Office.
ARTICLE II — THE FORMATION MODEL AND THE HYBRID STANDARD
2.1 The Institution's formation programmes are directed toward the development of competence, character and specialised capability appropriate to the conditions of the present age. Its assessment operates on a hybrid model, in which human judgement and artificial intelligence are applied together.
2.2 This model is codified through GENESIS-HAA — the Global Education Network for Excellence through Intelligent Standards and Innovative Scrutiny — the hybrid Human and AI accreditation framework of which the Institution serves as Founding Secretariat. The framework operates through a commission of human commissioners supported by dedicated AI evaluative agents, and is governed at all times by the Human Override Principle: no determination of merit is ever surrendered to a machine. The human commission retains final and sovereign authority over every conferral.
2.3 The Institution affirms without embarrassment that the constitution of an educational body is no longer measured solely by the scale of its physical estate. Formation today is distributed, networked and evidenced by demonstrated capability. The Institution's position is not that standards have become unnecessary — it is that the evidence of a standard has changed form. A credential of the new model certifies achievement, capability and virtue that have been examined; it is a recognition earned, not an object purchased.
2.4 The Institution's governing philosophy is stated simply: humanity teaches what it means to be fully human, in body and in spirit; technology teaches the instruments by which the modern world is served. Neither is sufficient alone. This is the whole substance of our method, and we submit it willingly to the examination of any person of good faith.
2.5 The Institution further affirms its continuing commitment to pursue external validation partnerships with recognised bodies in respect of those programmes for which secular recognition is appropriate, and to publish the outcome of that work as it matures.
ARTICLE III — OPERATIONS WITHIN THE REGION
3.1 The Institution maintains no physical campus in the Kingdom of Cambodia or the Kingdom of Thailand and makes no claim to hold one.
3.2 The Institution does not recruit the general public and levies no tuition fees whatsoever. All formation is conducted as internal organisational and ministerial education.
3.3 The resources supporting the mission are gathered through voluntary donation, offered according to individual means, in jurisdictions where such giving is lawful and customary. No person has ever been required to pay for a credential, and no credential of this Institution is, or has ever been, available for purchase.
3.4 Every document issued by this Institution is authentic and verifiable. Verification may be obtained directly from the Office of the Registrar upon written request by any competent authority, employer, or ecclesiastical body. Where a receiving authority requires it, the Institution's instruments are further authenticated through the appropriate consular and legalisation channels of the receiving jurisdiction. The Institution invites — and has never once refused — any such verification enquiry.
ARTICLE IV — DECLARATION OF THE ADMINISTRATION
4.1 The Institution has operated openly since its incorporation, under its own name, at its published addresses, and under the signature of its named officers. It conceals nothing, and it asks for nothing that it has not earned.
4.2 The Administration regards it as a matter of grave concern that the Peace Studies Mission — a work directed wholly toward reconciliation, education and the relief of communities — should be made the object of public disparagement. Those who serve this mission do so without salary, frequently at personal cost, and in places where such service is not convenient.
4.3 The Administration therefore reserves all lawful remedies available to it in respect of statements published with knowledge of their falsity, while reaffirming that its settled preference is correction by evidence rather than by contention.
ARTICLE V — EXHORTATION TO THE MINISTERS OF THE INSTITUTION
To our ordained ministers, deacons, educators and volunteers throughout the region, this Office directs the following:
Answer nothing with anger. The dignity of a mission is demonstrated by its conduct under criticism, never by the volume of its reply.
Represent your credential exactly as it is — an ecclesiastical award of a religious institution, honourably earned. Claim nothing further, and you will never be required to defend anything you did not say.
Continue in the cultivation of yourselves, in learning, in discipline and in service, so that the evidence of this Institution's worth is found in your work and not merely in its documents.
Persevere in virtue, and labour without ceasing for peace and for the brotherhood of all humanity — for this, and not the opinion of any critic, is the commission we have received.
Issued under the hand and seal of the Office of the Archbishop and Chief Executive Officer.
