1971. ABATE is founded specifically to fight a federal mandate forcing states to enforce motorcycle helmet laws under threat of losing highway funding.
Five years of organized advocacy. State hearings. Congressional testimony. Coalition building. Showing up in the right rooms with the right documentation at the right time.

1976 Congress repeals the federal mandate.

The motorcycle rights movement had taken on the federal government in a direct legislative fight and won in five years through the democratic process alone.
No violence. No confrontation. Just riders who understood that the system could be used by the people it was supposed to serve.
Most riders benefiting from that victory today have never heard the story.

Are you interested in getting your Class M Motorcycle License? The Pennsylvania Motorcycle Safety Program offers FREE motorcycle safety courses that can help you do just that! We encourage you to visit our website at www.penndot.pa.gov/pamsp for more information and to view our list of third-party training providers.

Classes require a valid Class M permit to attend.

Some sites fill up quickly due to demand so don’t forget to check back often as new training sites and courses are added. Please contact your local providers for course availability and scheduling.
