Identity theft in SNAP is increasing as stolen and synthetic identities bypass weak application controls, exposing a critical gap in front-end verification before benefits are issued.

For years, the California Welfare Fraud Investigators Association (CWFIA) has advocated for stronger front-end identity verification and closing eligibility loopholes, stressing that prevention is essential to protect program integrity and ensure benefits reach those who truly qualify.

The sentencing of Aimee Bock to 42 years in prison for orchestrating a $250 million COVID-era fraud scheme should be a wake-up call. This was the largest pandemic fraud in the nation, siphoning funds meant to feed children into a massive criminal enterprise.

And now, with federal charges against another 15 individuals tied to tens of millions more in fraud, it is becoming clear this is not an isolated case. It is likely just the tip of the iceberg, raising a critical question: how many other large-scale schemes are still out there, undetected?

This is exactly why the California Welfare Fraud Investigators Association (CWFIA) has long advocated for mandatory staffing levels. Programs like SNAP alone distribute over $100 billion annually, and TANF spending totals roughly $34 billion each year across federal and state funds. With programs of this magnitude, even small gaps in oversight can translate into millions or even hundreds of millions of dollars lost to fraud.

Without adequate numbers of trained investigators, schemes of this scale can grow unchecked for years. Protecting public assistance programs requires proactive investment in the frontline professionals who detect and stop fraud before it spirals.

Common sense is finally making a comeback. Oregon will once again require SNAP interviews for all applicants and renewals starting June 1 — a standard eligibility safeguard that was relaxed during the pandemic years ago. These temporary rules opened the door to waste, errors, and fraud, and restoring accountability should never be controversial.

California and should follow suit, especially as the state struggles to lower error rates and improve program integrity. Basic eligibility verification helps protect taxpayer dollars while ensuring benefits go to those who truly qualify. This was one of the key issues CWFIA discussed in DC: strengthening accountability without losing sight of the mission to serve eligible families.

Recent national conversations around SNAP oversight and fraud prevention reinforce the importance of modernizing program integrity systems. CWFIA has advocated for years for the creation of a secure national SNAP recipient database to help improve accountability, reduce duplicate participation across state lines, and strengthen public trust. We were encouraged to continue that conversation during our meetings in Washington, DC this past week.
