Leadership Horizons is dedicated to advancing leadership development and enhancing professional skills within the Buffalo Trace area. What an eye opening experience yesterday for our class! HUGE thank you to Mayor Cotterill and City Manager Matt Wallingford, MFD, MPD, Emergency Management Director Tony Leiss, the County Clerk’s Office, Kirk and the Circuit Clerk’s Office, Johnathan and everyone at the Commonwealth’s Attorney’s Office,
the CDW office, Specialty Court, Probation and Parole, and last but not least the Mason County Detention Center!! The group learned about the hard work all of these offices put in to make the government run and keep us all safe! We are so fortunate to have such dedicated people in our community!!

Rebecca Day is the Lead Customer Service Representative at First State Bank in Maysville, where she takes pride in helping customers with their financial goals and supporting her team in providing excellent service. Our next Leadership Horizons Class of 2025-2026 participant is Emily Gray!

My name is Emily Gray. I am originally from Fleming County but moved to Maysville over 3 years ago. I live with my fiancée who I will marry in April and we have 2 cats.

I graduated from Northern Kentucky University with a Bachelor’s Degree in social work and a micro-credential in forensic social work. I have 2 years of experience in crisis intervention with people of all ages and backgrounds and 3 years of experience as a Public Education Specialist at The Ion Center for Violence Prevention where I currently work. I am beyond grateful for the opportunity to join this class of Leadership Horizons to help develop my leadership skills, to better serve my colleagues and community, and to continue to grow professionally.

Shea Bisotti is the Executive Director of the Maysville Area Chamber of Commerce. With a strong background in customer service and team management, Shea has held leadership roles where she developed a passion for relationship-building and community engagement. Originally from Aberdeen but has been a proud Maysville resident for almost 20 years. She is deeply committed to supporting local businesses and driving positive changes in the region. Next up for Leadership Horizons Class of 2025-2026, Kira Rose!

I am a loan officer at Peoples Bank of KY, Inc. I am a lifelong native of Fleming/Maysville Area, I graduated from Maysville Community and Technical College with an associate’s in business administration. I have 2 years of lending experience with additional 8 years of customer service financial needs.

Outside of my professional life, I am a devoted wife and a loving mother to a lively and curious 2-year-old, who keeps his days full of energy, laughter and learning.
Balancing family life and professional growth, I approach each customer with patience, clarity and the desire to help them reach their financial goals.

Next up for the Leadership Horizons Class of 2025-2026 is Melinda Hiatt!

Mindy Hiatt is a Utility Support Specialist at the City of Maysville
Utility Department and has held that position for the last 8 years.
Prior to this position, she worked in customer service at Western Lewis
Rectorville Water and Gas and the Mason County Sheriff’s Department.
Her Bachelor’s Degree in Elementary Education with endorsements to teach
Middle Grades and her minor in English/Communications was obtained from
Eastern Kentucky University. Mindy graduated summa cm laude as an
Honor’s Scholar in 1998. She continued her education at Morehead State
University where she completed her Master’s Degree in Middle Grades
Education. She recently completed the KRWA Utility Management
Institute. Mindy actively serves in the Plumville Church of Christ and
the Orangeburg Community Choir. She is excited to learn from leaders in
the community through the Leadership Horizon’s 2025-2026 class.

I am a mother of three children Kersten, Tucker and Daylen; I currently reside in Vanceburg with my Fiancé and our two little yorkies.

In my professional life I work as a Retail Banker at Peoples Bank of Kentucky in Maysville Kentucky. I strive to be the best in building long-term client relationships. I am a very detail-oriented person who is motivated to give my clients the best customer service experience possible and effectively help manage their banking needs. I am fairly new to my role as a Retail Banker but possess strong communication and problem solving skills that allow me to better understand my clients needs and provide personalized banking solutions tailored to them.

Over the coming weeks we are going to introduce the Leadership Horizons Class of 2025-2026. First up, Baylie Mastin!

Baylie Mastin, SHRM-CP, is an HR Generalist at STOBER Drives with a background in HRIS system management, talent acquisition, and employee relations. A lifelong native of the Maysville area, Baylie is a graduate of Northern Kentucky University with a bachelor's degree in human resources and management. She brings nearly two years of experience in manufacturing HR and a passion for building strong workplace cultures.
Baylie is thrilled to join the Leadership Horizon cohort to strengthen her leadership skills, better serve her employees and community, and continue growing as an HR professional!
