Graves County Jail and Restricted Custody Center is accepting proposed agreements from other county jails in Kentucky for housing or housing/transporting Graves County prisoners who are subject to lawful arrest/incarceration.

The proposed agreement should be submitted to Graves County Jailer Kelli Elliott at [email protected] no later than 30 June 2026 and should include information related to the following:

* Housing fees/per diem inmate fees
* Inmate transportation services to be offered, if any, and related fees
* Plan of inmate supervision during emergency medical events/hospital admissions
* Length of term agreement
* Any other information related to the proposing county’s housing or housing/transportation services being offered

The Kentucky Jailers' Association offers two trainings each year to jailers and correctional staff across the Commonwealth. This week in Owensboro, we had the opportunity to hear stories of resilience and hope, to learn about leadership and legal issues, to learn how to identify frequently used illicit drugs, to know how to interpret body language and intent, and other critical topics. It has been a productive, informative session spent with jailers and their teams from other areas, and we were thankful to represent Graves County.
As an added surprise, two ladies from Graves County participated in this statewide event. Jaclyn Cecil Graves sang the National Anthem at our opening ceremony, and Lauren Carr of Kentucky Association of Counties - KACo presented information about Opioid Abatement.

The month of May is National Military Appreciation Month, and we are proud to highlight our final of eight Graves County Jail and Restricted Custody Center employees who have served or currently serve in the United States Armed Forces. Next month, it will be 11 years Deputy William Forlifer has been serving in the Army/National Guard in which he holds the current rank of Sergeant. Forlifer indicated he thoroughly enjoyed a previous military occupational specialty (MOS) in which he had the pleasure of “causing chaos and mayhem to friendly forces” during his role as OP-4 (i.e. playing enemy forces). He added that the military has effectively taught him how to be flexible and adaptable, and he has thoroughly learned the skill of “hurrying up and waiting.” Forlifer recently returned from a 16-month deployment to Syria and Kuwait.
Deputy Forlifer has been employed with Graves County Jail and Restricted Custody Center for two years. Thank you, Sir, for your commitment and service to our great nation and to Graves County. 🇺🇸

The month of May is National Military Appreciation Month, and we are proud to highlight eight Graves County Jail and Restricted Custody Center employees who have served or currently serve in the United States Armed Forces. At age 18, Deputy Derek Ellis enlisted in the United States Marine Corps. During his four years of service, Ellis (E-3) was able to “visit places all over the country for training”. Deputy Ellis indicated that he enjoyed all of the interesting training he received while enlisted and is grateful to have met the people with whom he served.
Deputy Ellis has been employed with Graves County for approximately 6 years. Thank you, Sir, for your commitment and service to our great nation and to Graves County. 🇺🇸
