PETITION AND COMMUNICATIONS
• Proclamation recognizing Lucas County Board of Developmental Disabilities for National Developmental Disabilities Awareness Month
• Allison Fiscus presented PROPOSED Charter amendments from Charter Review Advisory Commission. These PROPOSED changes will be on the November 2026 election for citizens to vote yes or no.
o Military Service of less than 90 days, MCC does not need to find a temporary replacement. Service more that 90 days, MCC can temporarily fill the individual’s role. The military individual will assume their role once returned from service duties.
o Primary – The City of Maumee will adhere to the regulations established by Ohio law. The primary election will be held on the dates prescribed by state legislation, consistent with the practice followed by most Ohio municipalities.
o Recall – An elected official may be subject to recall after completing one year of their term. A recall election will be held during the regularly scheduled November elections. If the elected official retains their position, they are eligible for reimbursement of campaign expenses up to $5,000. No more than three members of the MCC may be recalled at one time.

• The mayor received a letter today, postmarked February 24, 2026, from a developer concerning the proposed construction of Monclova Manor. The property is located across from the former St. Lukes site and is intended to be a minimum four-story, 170 multi-family units for low-income housing complex. The letter requests comments from the Mayor and City Council within thirty days of the postmark date. The Mayor and Council will engage the city attorney to review both the letter and the development plans. Alan noted that the city has received several inquiries regarding water and sewer services for the property. Council held an initial discussion on the matter; further deliberation is expected during the next MCC meeting.

COMMITTEE OF THE WHOLE
• Councilman Poeppelmeier discussed development agreements under the previous administration were not transparent, nor had MCC oversite. Councilman Poeppelmeier made the following two (2) motion added to New Business:
o To authorize and grant authority to the Mayor, Law Director, or future City Manager, after consultation with other Director and necessary staff, and approval of Council, to enter into and sign Development Agreements as provided by Maumee Codified Ordinance Section 123.01 and 1135.08.
 Voted Yes - Poeppelmeier, Sund, Gonzalez, Huyghe Voted No: Barciz, Barrow, Kurt. Motion Passed!
o Development Agreements – The city does not have an official policy for Development Agreements. Motion to have the Law Director draft a code to define what a development agreement entails and requirements from developers. To present at the next MCC meeting. (Alan will research maybe in Zoning)
 Voted Yes – Poeppelmeier, Sund, Barrow, Gonzales, Hughe Voted No – Kurt, Barciz Motion Passes

APPROVAL OF MEETING MINUTES
• Approve the regular meeting minutes of Febr 16, 2026, meeting and special meeting minutes

CONSENT CALENDAR
• City council has examined each item on the consent calendar, proposed legislation and other items set forth on this agenda that involves the expenditure of public funds, use of public property or use of City of Maumee resources and have determined and find that any action or expenditure set forth in those items, would be for and serve a public purpose as defined by Ohio law; that the expenditure and/or use of public property would be for the general good of the residents and taxpayers of the City of Maumee and the general public; and promotes the public health and general welfare of the citizens of the City of Maumee and the general public.
• Recommendation from Mayor: Authorize the Mayor to enter into a contract with Helms & Sons Excavating, Inc. in the amount of $882,204.88 for the 2026 Pavement Paving Program.
• Recommendation from Employee and Community Relations Committee: Authorize establishment of an Administrator Selection Committee comprised of the three members of the Employee and Community Relations Committee, three residents to be selected by the committee, and the Mayor.
• Recommendation from Mayor: Approve the listed road closures for Heartbeat of Toledo 5K run/1 mile walk “Diaper Dash”, scheduled for Saturday, August 1, 2026:
• Allen St, from W Dudley St through W Broadway St: 7:30am-10:000am (Start/Finish Line) ● W Wayne St, from East of Allen St, to Ford St (will open up side streets Cass, Kingsbury, Rosamond, and Duane as the last runner or walker passes) ● W Wayne continuing west until Old Trail Road, with the running path turnaround at approx halfway down Old Trail Road ● Ford St, north of Wayne St. ● W Broadway, east of Ford St to east of Allen St ● W Harrison St at Conant St & W Harrison and Allen St.

NEW BUSINESS
• Recommendation from Law Director: Approve Resolution 007-2026, a resolution determining that the petition for the creation of the MAUMEE TIMBERS Community Authority complies with the requirements of OHIO REVISED CODE SECTION 349.03, fixing the time and place for a hearing on the establishment of the Maumee Timbers Tennis Center Community Authority, and declaring an emergency.
• Recommendation from Finance Director: Second reading of the 2026 budget with a recommendation from the Finance Director to refer to Finance and Economic Development Committee as well as the Employee and Community Relations Committee for review.
• Recommendation from Finance and Economic Development Committee: Approve Ordinance 004-2026, an ordinance amending codified Ordinance Section 921.14 and Ordinance 003-2025 relative to a senior citizen/disability water and sewer discount program and declaring an emergency.
o Senior Citizen/Disability citizen water and sewer discount is now 24%!

Meeting Minutes
Thursday January 22, 2026
6 PM – 8PM ~ Maumee Library

I. Welcome
a. New City Council and Mayor: The recent election brought about substantial changes, resulting in 80% of the Maumee City Council being replaced. This outcome demonstrates the active engagement of Maumee residents in the democratic process and their willingness to express preferences through voting. Additionally, the city also received a new Mayor! Now is the moment to allow our newly elected officials some space to settle in, learn all aspects of city matters, and begin steering things in the right direction. Scott, Dave, Isiah, Rosie, Andrew, and Chelsea were all actively involved with CMAC, which is a tremendous advantage; we know they are accessible, approachable, and open. This evening, Isiah stated, “We invite your valuable input regarding areas for change, improvement, and resolution in Maumee. Your perspective is essential, and we encourage you, as a member of our community, to share your insights.”
b. One effective way to remain actively involved is by attending city meetings. The mayor and council members are expanding and establishing new committees and commissions to help guide the direction of the city. Committee and commission meetings provide an open platform for residents to voice their concerns, ideas, and suggestions. This forum plays a crucial role in shaping the future of Maumee. Recommendations and proposals from these committees/commissions are forwarded to City Council, where they are debated and finalized into legislation. Participation at the committee or commission level has a direct impact on local decision-making directing our city’s future!
II. Sewer Remediation Updates
a. Not a lot has changed since the last meeting. Remember, the deadline for having your inspection scheduled and your Sewer Commitment Form to the city is Friday, January 30, 2026.
III. Sewer Remediation Checklist
a. Attached is a checklist to use a guide. If you have any questions, please contact the city officials for assistance, information, direction. The checklist is a tool to help navigate the process. The city is the best source of information.
IV. Sewer Commitment Form
a. Again, signed forms should be turned in by Friday, January 30, 2026, to qualify for the 2025 incentive grants.
V. Grant Application
a. At Tuesday’s January 20th City Council meeting, Councilman Gonzalez introduced a motion, which was subsequently approved, to refer the Grant Application requirements back to the Finance Committee for further review. The specific recommendation was to eliminate the requirement for every household member aged 18 or older to submit a Federal Form 1040. Councilman Gonzalez expressed that he considered this requirement an unreasonable request for information.
VI. Refuse – Republic Service Contact
a. Republic initiated discussions with Maumee regarding a proposed five-year extension of the current contract. Please note that refuse service is funded through the general fund, utilizing taxpayer dollars. The proposed extension would allow the city to continue financing this service rather than shifting the cost to residents. City Council authorized the mayor to sign the five-year contact. The matter of "bulk pickup" remains under consideration with Republic, and City Council will provide further updates on this topic at the February 2nd meeting.
VII. City Contacts
a. Attached are the email addresses for the City of Maumee officials. With the new administration in place, the city wants to hear from you regarding all aspects of Maumee. These are your go to people for answers. If no one tells you something is broken, how can it ever be fixed?
VIII. CMAC History/Accomplishments
a. It is remarkable that CMAC began as a grassroots movement just 19 months ago. In response to a city ordinance requiring homeowners to repair laterals prior to selling their homes—with repair estimates ranging from several thousand dollars to over $50,000—community members acted. 500 residents filled the Elks Club, with an additional 200 gathering outside, initiating a pivotal movement in Maumee. Founders Julie Koralewski, Alisha Wagner, and Patti Savage-McNamara led efforts to raising over $15,000 for legal fees and collect over 2,500 petition signatures in 24 hours to put the ordinance on the election ballot for possible repeal. As a result, city leadership rescinded the ordinance.
b. This marked the inception of CMAC. Subsequently, the group formalized its structure and obtained 501(c)4 non-profit social welfare organization status. By conducting monthly meetings, the group actively advocated for change, brought forth information regarding the sewer issues, educated the public, and led the charge for more transparent government.
c. CMAC leaders convened with municipal authorities to develop a plan for repairing the deteriorating sewer infrastructure in compliance with the 1972 Clean Water Act enacted by the U.S. Congress.
d. CMAC leaders and members maintained consistent pressure on city officials, advocating for increased transparency across all areas of government.
e. Numerous CMAC members began regularly attending committee and commission meetings, and many continue to participate actively today. By asking more questions and sharing meeting outcomes through detailed recap notes, we initiated positive changes within the city government.
f. Our community, brought about a major shift in Maumee’s leadership by electing and/or promoting five new council members and prompting a change in the mayoral position.
IX. Where is our next Journey?
a. CMAC will be dissolved. However, there is no need to worry—plans are underway to launch a new 501(c)(3) organization called "We Are Maumee." This group aims to strengthen the sense of community in Maumee by addressing its core needs through programs and projects designed to support our neighbors. Under “We Are Maumee,” we will further develop the “Neighbors Helping Neighbors” initiative that CMAC began with the rain barrel project. Our goal is to build a strong and meaningful community all the way around Maumee.
b. John Scott will serve as Board President while Ric Hardy takes on the role of Executive Director. We are seeking volunteers to help build a strong community-driven organization. If you are interested in joining us, please reach out to John or Ric.

Sewer Remediation Checklist

 Call or go online to schedule free city inspections

 Inspection appointment set
 Complete Inspection
 Receive inspection report from the city. Also, typically the Grant Application is emailed along with the inspection report.
 IF no work need to be completed:
o Sign and submit “Sewer Commitment Form”

• Even if no internal corrections are required, homeowners still need to sign the commitment form giving the city permission to come onto your personal property to line the lateral.
 IF work need to be completed
 Obtain 2 quotes from Licenses and City approved plumbers
o Licensed plumbers can become “approved” to work in Maumee by applying to the city and paying a $75 application fee.
 Submit your quotes, signed Sewer Commitment Form and Grant Application to the city at [email protected], or deliver to the office located inside the Maumee Police Department.
 Obtain city approval for the CITY selected quote and the Purchase Order Number (PO #).
 For plumbers who will agree to receiving direct payment from the city, sign the and submit “Property Owner/Contractor/Maumee Payment Agreement” to [email protected] (this form is signed by both the homeowner and the plumber)
 Sign the contract with plumber and schedule work to be completed
 Once the work is complete, contact the city to schedule an inspection of the plumber's completed work.
o City official signs off on the work OR
o IF additional or corrective action(s) needs addressed, call plumber back to complete
o Possibly a second city inspection might be required.
 If the homeowner elects to pay the plumber directly, they must submit the following documentation for reimbursement (the homeowner will still need to contact the city for a final inspection upon completion of work).
o Proof of building permit
o Proof of payment
o Copy of the plumbers paid invoice

COMMITTEE OF THE WHOLE
* Proclamation recognizing Dino and Yanna Yakumithis, owners of Dino’s Restaurant, for their 34 years of business in the City of Maumee.
* Graduation presentation from ETAC attending the Tree Academy, discussing Maumee’s past, present, and future tree canopy goals.
* Councilman Gonzalez introduced a motion, which was subsequently approved, to refer the Grant Application requirements back to the Finance Committee for further review. The specific recommendation was to eliminate the requirement for every household member aged 18 or older to submit a Federal Form 1040. Councilman Gonzalez expressed that he considered this requirement an unreasonable request for information.
* Councilman Gonzalez introduced a motion, which was subsequently approved, authorized the law director to prepare a draft of a 12-month moratorium on Data Centers, which will be presented for review at the city council meeting scheduled for February 2, 2026.

* Recommendation from Finance Director: Approve hiring Tasche McDonald for the position of Administrative Assistant in the Finance Department, effective February 2, 2026. (This is a replacement hire)
* Recommendation from the Mayor: Authorize the Mayor to enter into agreement with American Fireworks for the annual fireworks display in the amount of $48,750 (to be split with Perrysburg).
NEW BUSINESS
* Recommendation from Environmental and Tree Advisory Commission: (third reading) Approve Ordinance 039-2025, an ordinance amending Chapter 184 of the Maumee Codified Ordinances and Ordinance 032-2023 Environmental and Tree Advisory Commission.
* Recommendation from Mayor: Discussion of possible amendments to Council rules.
* Recommendation from Mayor: Authorize Mayor or designee to enter into five (5) year renewal of current agreement with Republic Services at the rate of $14 per month with an annual increase of 4% and sign any agreement related thereto with Lucas County Solid Waste Management.
**A lengthy discussion took place with the Mayor and Council Members. The Council granted the Mayor permission to sign a five-year agreement with Republic Services. The extension’s cost will be covered by the general fund, so residents will not be charged for garbage services.
**The Council authorized the Mayor to contact Republic regarding the cost of a single bulk pickup. The Council will subsequently assess whether the city budget allows for a one-time bulk pickup service.
**The Mayor and Council members all expressed their commitment to keeping residents' service fees as low as possible.
