NOTHING ABOUT ME - WITHOUT ME!! Services available in St. Lawrence, Franklin, Jefferson, & Lewis Counties with offices located in Malone, Massena, Ogdensburg, & Watertown. What are Independent Living Centers?

- Consumer Controlled: Centers are run by a board of directors, more than half of whom are people with disabilities.

- Community Based: Centers are located throughout New York State in loca

l communities.

- Available to All People with Disabilities: Staff, board members, volunteers, and people served represent a broad cross-section of disabilities.

- Non Residential: Centers are not places to live, nor do they own or operate places for people with disabilities to live.

- Non-Profit: Centers are approved for non-profit status with New York State Attorney General's office. MILC is a resource & advocacy center serving people from all walks of life with various supports to allow for greater independence and inclusion in our community.

Essential Plan Cooling Program

As extreme heat events increase across New York State due to climate change, NY State of Health is taking action to protect our most vulnerable residents through the Essential Plan Cooling Program. This program is geared toward consumers with health conditions that are made worse by extreme heat.

Under the Essential Plan Cooling Program, NY State of Health will provide eligible Essential Plan members with a free air conditioner to help keep their homes cool and mitigate health risks linked to rising temperatures. The Essential Plan 200–250 will end on June 30, 2026, which means some individuals may need to select a new health insurance option to avoid gaps in coverage. If you’ve received notices from NY State of Health or are unsure how this change impacts you, MILC’s Certified Navigators are here to help.

Our Navigators provide FREE and confidential assistance with:
• Reviewing your current coverage
• Comparing available health plans
• Updating your NY State of Health account
• Completing renewals and applications
• Understanding costs and coverage options
