Marshall EDC is a non-profit, economic development corporation that works to build relationships with new and existing business in the East Texas region. The mission of the Marshall EDC is to improve the economy, as well as the standard of living in Marshall, Texas, by bringing in business and capital investment to stimulate the economic growth of the region. Marshall EDC partners with government

agencies, regional businesses, existing local businesses, and educational institutions in Marshall to provide development within the community and to invest in the future of Marshall. Marshall EDC is a Type A 501 (c)(3) non-profit organization that’s main focus is to create and maintain jobs, as per the Development Act of 1979. Marshall EDC was established by Resolution of the City Commission of Marshall on April 25, 1991 to act as an instrument of the City of Marshall in the promotion and assisting of industrial and manufacturing businesses to relocate or expand in Marshall, Texas and Harrison County. Marshall EDC partners with many different businesses and organizations with the goal being to eliminate unemployment and underemployment in Marshall through the creation and retention of primary jobs.

Welcome Greg Smith! We look forward to working with you and the City of Marshall!

📣 The City of Marshall is announcing the appointment of Greg Smith as the new city manager, following a nationwide search. His first day on the job will be Monday, June 1.

Greg Smith has 23 years of experience in public administration and currently serves as the interim city administrator for the City of Morgan’s Point in Harris County, Texas. He has served as city manager in the Texas cities of Denison, Jacksonville, Angleton, Henderson, Overton, including city administrator in
Shenandoah. He was the director of business development for Gallagher Construction.

“With input from the community, the Marshall City Council has selected a leader who understands the city’s needs and challenges,” said Mayor Amy Ware. “With Greg Smith stepping into this new role, the City of Marshall is well-positioned to build on our progress and continue creating opportunities for growth
and success.”

As city manager, Smith will serve as the chief executive officer for the City of Marshall, responsible for implementing policies, overseeing daily operations, and managing a budget of approximately $50 million.
He will also lead a workforce of 244 full-time employees across multiple city departments.

“I am honored to accept this appointment and join the City of Marshall as the new city manager,” Smith said on Wednesday. “I am looking forward to being a part of the community, collaborating with the City Council, city staff and community stakeholders to continue the improvements that enhance the
quality of life and meet the vision and expectations of Marshall residents.”

Greg Smith has a bachelor’s degree in health science from Stephen F. Austin State University and a master’s degree in business administration from LeTourneau University in Longview. He is a member of the Texas
City Managers Association, East Texas City Managers Association and Texas Municipal League. He will replace Melissa Byrne Vossmer who has announced retirement plans. Vossmer joined the City of Marshall in October 2024 as an interim city manager.

Boil Water Advisory Lifted

Through a partnership with Texas Division of Emergency Management and the Texas Engineering Extension Service, city officials were able to expedite water testing and resulted were received today. As of 5 p.m., the Boil Water Notice for Marshall has been lifted. This means boiling water prior to consumption is no longer required.

Meanwhile, officials say permanent repair work to the the water line on Spring Street continues. Stage 2 water conservation plans will remain in place across the city until the repair is completed.

Water Restoration UPDATE
(8 AM Thursday, March 19, 2026):

Marshall’s water system has been charging and pressurizing overnight. Some areas of the city will have water this morning but those in higher areas will not until elevated water towers are refilled. Emergency Management officials say Marshall is on schedule for full water restoration by this evening around 6 p.m.

Officials are asking the community to continue to conserve water today while towers are refilling. The Boil Water Advisory requires consumers to boil water vigorously for 2 minutes prior to use. The boil water notice will not be lifted until test results from the Texas Commission on Environmental Quality determine water is safe for consumption.

Water Repair Timeline Extended:

Crews continue working to restore water service across the City of Marshall following the major main break yesterday in the 1600 Block of Spring Street.

Marshall Fire Chief and Emergency Management Director David Rainwater says crews have been working through the night to get the situation under control.

“We are just so thankful for our crews and how hard they’ve been working; we’ve had our public works crews out there working side by side with contractors, trying to get this leak stopped and this patch in place,” he said.

Rainwater says a patch was installed overnight, but issues remain due to the condition of the pipe.

“They were able to get the patch welded into place overnight. However, because of the age of this pipe, the patch isn’t sealing fully, so we still have some leaks.”

He says crews are continuing to work through those issues while testing the system.

“They are trying to work through that; they’ve actually worked on pressurizing the system slightly so that they can try to identify if it’s something that we can continue to work on.”

As a backup plan, a secondary repair method is being considered.

“We’ve also put in place a secondary plan. We have a clamp, which is more the traditional method that we would repair these things with, or, at least do a temporary repair; that’s being brought to the site, to wrap over this portion of the pipe and seal it, so that we can try to get pressure restored to the city, while we make a more permanent repair.”

Despite the challenges, Rainwater says he thinks water will be restored today.

“So, we do still anticipate that we’ll have water back on, hopefully today. Obviously, we’re at the mercy of what this repair will do, but we are pretty confident we should have water back on today,” he said.

In the meantime, water distribution is planned for residents.

“We are planning to distribute water at some point in time this morning to the citizens, until we run out again. We are receiving another delivery from the state, to take care of that.”

Rainwater says crews are continuing to push forward as quickly as possible.

“It’s just, it’s a process we’ll just have to continue to work through, but those crews have worked very, very hard, and despite our best efforts, we’re still trying to figure out how we can get the system sealed up and pressurized up.”

“We love our citizens, and we’re doing the best we can. Like I said, we understand the inconvenience that it creates, but, we’re working on it as fast as we can go,” said Rainwater.
