📢 Halloween Safety & Traffic Control Proposal — Resident Feedback Requested
Parts of Acadiana Estates, Oak Forest, Acadian Villas, and Oak Ridge continue to see an uptick in non‑resident traffic and parking on Halloween each year.
Residents have expressed concern that the traffic has grown to the point where pedestrian safety is a serious issue — especially since a child was struck last year.
Acadiana Estates residents suggested blocking off streets to maintain the safety of residents, their guests, and most importantly, the children who are trick‑or‑treating. However, if only Acadiana Estates blocks its streets, the surrounding subdivisions will absorb the overflow, resulting in heavy traffic and street parking from non‑residents in the areas closest to the main trick or treating areas.
For this reason, the most effective approach seems to be closing all subdivision entrances with a JPSO detail:
-Oak Forest Blvd South
-Acadiana Trace
-Mill Creek Lane/Woodstream Drive
-Village Court
Residents coming and going from work would still be able to pass through, but the goal is to keep cut‑through traffic during peak trick‑or‑treat hours to a minimum.
After speaking with JPSO, the confirmed cost for a deputy detail is $45 per hour, with a 4‑hour minimum. With four entrances, each location would require a deputy to staff a barricade.
Proposed Plan
4‑hour JPSO detail from either 5:30 PM–9:30 PM or 6:00 PM–10:00 PM
Cost per entrance: $180
Deputies would temporarily close all four entrances while allowing residents and their guests to enter and exit through less crowded points such as Oak Forest Blvd North, Mill Creek Blvd, and Village Court.
We will need a clear system for deputies to identify who is allowed to enter during the closure.
One option is to create resident passes and resident guest passes. Non‑resident traffic without a guest pass would be redirected and not allowed through.
This approach would significantly reduce cut‑through traffic, unsafe driving, and overcrowding — helping keep Halloween enjoyable and safe for families who live here and their invited guests.

To move forward with permit applications, we will need signatures from 75% of the residents on:
-Oak Forest Blvd South
-Acadiana Trace
-Mill Creek / Woodstream
-Village Court
For Oak Forest Trick or Treating - Since our subdivision is so big, I was wondering if residents were interested in setting up centralized treat or treating along the median of Oak Forest Blvd South? If so, we can set up a sign up for that.
