Important upcoming things to keep note of....
- December 2nd thru December 29th is the 2023 Penalty Overtime Exclusion Period. Penalty Overtime pay will NOT be paid for any hours worked during this period. (Art. 8.4)
- The 12/60 hour limits DO NOT apply during the December penalty overtime exclusion period for ONLY the ODL & Work Assignment Carriers. (Art. 8.5.G)
- CCAs, PTFs, and Non-ODLs are still limited to 11.5 daily Work Hours. (ELM 432.32, M-01272)
- Work Assignment Carriers being forced OFF their assignment or in on their NSD are then limited to 11.5 Hours. (ELM 432.32, M-01272)
- ODLs would still need to work up to at least 12 hours daily before Non-ODLs can be mandated to work ANY overtime. (Art. 8.5.G)
- On Sundays, anytime of the year they must still schedule ODL Carriers first, before using Non-ODL and WA Carriers. Sundays are treated just like any other NSD.
-During the December period Section J on your 3996s “Reason For Use of Auxiliary” is omitted and can be left BLANK.
- The USPS “Pay Year” 2024 begins on Saturday, December 16th (pay period 1, week 1, 2024). However, the USPS “Leave Year” is after the first full pay period of 2024, which would be Saturday, January 13th (pay period 3, week 1, 2024). It is on that later date that the newly credited annual leave for Full-Time Regular Carriers becomes available to use. (ELM 512.2)
-The NALC and APWU argued for Penalty Overtime payment (Double Time) all Year round. 11 Months was awarded by an Arbitrator in 1984. We didn't give up ONE Month of penalty OT, we GAINED 11 Months of penalty OT. We started with zero!
-Open season for choosing or making changes to your health care plan ends on December 11th.

FEDERAL RETIREMENT FAIRNESS ACT REINTRODUCED IN HOUSE

Today, Reps. Derek Kilmer (D-WA), David Valadao (R-CA), Don Bacon (R-NE) and Gerry Connolly (D-VA) introduced the Federal Retirement Fairness Act, legislation that would allow certain federal employees to make catch-up retirement contributions for time spent as non-career employees after Dec. 31, 1988, making it creditable service under the Federal Employees Retirement System (FERS).

The legislation would cover letter carriers who were employed as casuals, transitional employees, or city carrier assistants, providing them with greater retirement security.

“NALC is pleased to see the Federal Retirement Fairness Act reintroduced in the House,” NALC President Brian L. Renfroe said. “We urge the House to pass this bill that would benefit letter carriers and other federal employees who have devoted their working lives to public service. A significant number of active city letter carriers have worked in a non-career position, and that time is not currently creditable for retirement. This bill would change that, allowing letter carriers, and millions of other federal employees, to buy back this time and plan for their well-earned retirements.”

All letter carriers are encouraged to contact their representative and ask them to cosponsor the bill.

Our only “standard” as a city carrier is 8/18/70 for casing and pull-down. Things like “1-hour office time”, “22 minute load time”, “1 minute per package”, and so on…are all management trying to manipulate us and are not contracted standards. As long as you are making reasonable effort and not exhibiting time-wasting practices, then the work takes what it takes. Don’t fall for their manipulative tricks trying to pressure you in to you rushing your work.

Penalty Exclusion Period has been set for 2023. It will begin PP 26 2023 week 1 (December 2, 2023) and end PP 1 2024 week 2 (December 29, 2023).
