🚴🚴🏿🚴🏽‍♀️ Mantua Township Police Traffic Safety Bulletin: New Jersey Electric Bicycle Laws 🚴🚴🏿🚴🏽‍♀️

New Jersey has enacted major new electric bicycle (e-bike) regulations, signed into law by Governor Phil Murphy on January 19, 2026. This is the first overhaul of statewide e-bike rules in six years and is considered among the strictest in the nation.

🛴 Key Changes in the New E-Bike Laws

(Note: Does NOT include electric scooters at this time)

1. E-bikes now classified as motorized bicycles

The previous Class 1/2/3 system has been eliminated. All e-bikes fall under one category for regulation purposes.

2. Rider licensing requirements
• Riders 17+ must hold a valid driver’s license (no separate endorsement required).
• Riders 15–16 may operate an e-bike only with a motorized bicycle license issued by the NJ Motor Vehicle Commission.
• Riders 14 and under are prohibited from operating e-bikes.

3. Registration and insurance required

All e-bikes must be registered with the state and have insurance coverage.
• Fees are waived during the first year of implementation.
• After 2026, registration is expected to cost $8 annually.

4. Safety & road sharing rules

Motorists must exercise due caution around e-bike riders, including slowing down, leaving space, or changing lanes when safe.

5. Enforcement & penalties

There is a six-month grace period for licensing, registration, and insurance compliance.
• After the grace period, violations may result in fines (reported at approximately $50 per offense).

6. Sales restrictions

Online e-bike sales to NJ residents may be restricted for one year.
High-powered aftermarket conversion kits are banned.

📅 Effective Date

Law signed on January 19, 2026.

A grace period of roughly six months applies before enforcement of compliance.

🧠 Purpose of the Law

Lawmakers cited increasing e-bike usage and a rise in serious and fatal crashes statewide as the driving force behind treating e-bikes more like motorized vehicles to enhance public safety.
