Attorney Richard B. Millspaugh was initiated into the Alpha Sigma Chapter in November 1949. He was a pioneering lawyer, civil rights leader, and the 17th Grand Polemarch of Kappa Alpha Psi Fraternity, Inc. Initiated in 1949 at the Alpha Sigma Chapter, he became Grand Polemarch in 1961, chartered the Opelousas (LA) Alumni Chapter, and earned the fraternityโ€™s highest honor, the Laurel Wreath, in 1982.

Born in Detroit and raised in Louisiana, Millspaugh served in the U.S. Navy during World War II and earned his law degree from Southern University in 1951. He became the first Black registered voter in St. Landry Parish and led the areaโ€™s first successful voter registration lawsuit, opening voting rights to Black citizens.

Beyond law, he founded the Marigold Corporation, ending segregation at the local theater, and helped organize Louisianaโ€™s first Black-owned bank in 1973. He served as Opelousasโ€™s first Black City Attorney for 32 years, Assistant District Attorney for 20 years, and adjunct law professor at Southern University.

A dedicated civic leader, Millspaugh was active in Prince Hall Masonry, Sigma Pi Phi, and numerous community organizations. His lifelong commitment to justice, education, and equality left a lasting impact on Louisiana and beyond.

Attorney Richard B. Millspaugh passed away on May 29, 2008, leaving a legacy of leadership, service, and groundbreaking achievements in law, civil rights, business, and fraternity life. Yo๐Ÿ‘Œ๐Ÿพโ™ฆ๏ธ
