TONIGHT: PennDOT Hosts Public Meeting Open House for Route 921 (Canal Road) and Bull Road Intersection Improvement Project in York County

Harrisburg, PA โ€“ The Pennsylvania Department of Transportation (PennDOT) reminded customers today that it will host a public meeting open house tonight for the Route 921-017 Canal and Bull Road Intersection Improvement Project in Dover and Conewago townships, York County.
PennDOT will host a public meeting open house for this project from 6:00 PM to 8:00 PM, tonight at the Dover Township Community Center, 3700 Davidsburg Road, Dover, PA 17315.
The intersection of Route 921 (East Canal Road) and Bull Road (Route 4001) is currently controlled by a four-way stop and is located within a suburban area of Dover and Conewago townships in York County. During peak travel times, the intersection experiences heavy congestion, resulting in long delays for drivers. These traffic backups often extend eastward to the nearby intersection of E. Canal Road and Greenbriar Road (Route 4011).
To address these issues, PennDOT is proposing to replace the existing four-way stop with a single-lane roundabout. The new roundabout would be constructed slightly north of the current intersection along Bull Road. This improvement is intended to enhance traffic flow, reduce congestion, and provide a safer and more efficient way for vehicles to move through the intersection.
In addition to the roundabout, minor operational upgrades are proposed at the intersection of E. Canal Road and Greenbriar Road to help manage traffic queues and improve overall operations within the corridor.
The project will also include replacement and installation of drainage and stormwater management facilities, intersection lighting, driveway adjustments, updates to signing, and pavement markings and other miscellaneous construction activities.
Traffic will be maintained using short-term lane and shoulder closures as well as staged construction with detours.
The project is currently in the preliminary engineering phase and physical work is anticipated to take place between the 2028 and 2029 construction seasons, subject to all approvals, environmental clearances, and funding availability.

The purpose of the public and online plans displays are to introduce the project and receive public input regarding any questions or concerns.

Comments will be received through July 1, 2026.
