It’s official! Your professional association among other veterans organizations worked Madison to get you State income tax relief for drill and an annual training pay.

Big news for Wisconsin service members!!!

Assembly Bill 913 is now Act 205 — delivering tax relief for members of the National Guard and Reserves.

This new law exempts required training pay — including Annual Training and monthly drill weekends — from state income tax. That means more money back in the pockets of the men and women who serve our state and nation.

Act 205 strengthens readiness, supports retention, and shows Wisconsin stands firmly behind those who serve.

WINGA Legislative Update 🇺🇸

Great news for Wisconsin National Guard members, Reservists, veterans, and military families! Several key bills are advancing with strong bipartisan support and are expected to be signed by the Governor:

✔️ Tax fairness for Guard & Reserve pay (AB 913 / SB 929)
✔️ Improved school enrollment flexibility for military families (AB 122 / SB 134)
✔️ Veteran designation on driver licenses and IDs (AB 389 / SB 387)
✔️ Expanded education benefits for veterans and dependents (AB 659 / SB 640)

Greetings WINGA Members and Friends,

Your voice has made a difference. Because of your outreach and advocacy, legislation providing tax fairness for Wisconsin National Guard members continues to move forward with strong bipartisan support.

Assembly Bill 913, which exempts required Annual Training (AT) and Inactive Duty Training (IDT) pay from Wisconsin income tax, passed the Wisconsin Assembly unanimously (96–0) and advanced through the Joint Finance Committee unanimously (16–0).

These overwhelming votes demonstrate broad recognition that Wisconsin should fairly support the citizen-soldiers and airmen who serve our state and communities.

The focus now shifts to the Senate, where the companion legislation, Senate Bill 929, continues moving through the legislative process.

What the legislation does
AB 913 / SB 929 creates a Wisconsin income-tax subtraction for certain pay earned by National Guard and Reserve members for required training such as Annual Training (AT) and Inactive Duty Training (IDT).

I am writing as a constituent and as a member of the Wisconsin National Guard to respectfully ask for your support of Assembly Bill 913 / Senate Bill 929, which would provide tax fairness for National Guard and Reserve members.
This legislation would exempt required Annual Training (AT) and Inactive Duty Training (IDT) drill pay from Wisconsin state income tax. These training periods are mandatory and required for us to maintain readiness to respond to state emergencies and federal missions.
Currently, Wisconsin exempts state income tax for full-time active-duty military pay, yet National Guard members are still taxed on the training we must complete to remain mission-ready. This creates an imbalance for Guard members who serve part-time while also balancing civilian careers and family responsibilities.
As citizen-soldiers and airmen, we live and work in communities across Wisconsin and stand ready to support our state during emergencies, natural disasters, and national security missions. Supporting AB 913 / SB 929 would help recognize that service and ensure that required training is treated fairly under state tax law.

WINGA Executive Director (E.D.), Mike Williams announced his retirement effective in April 2026 at the Annual State Conference. The E.D. is a half-time position, 20 hours per week, under the supervision of the WINGA Association President. Starting salary is $30.00 per hour. This position offers pro-rated vacation and personal leave. WINGA seeks individuals interested in running for the WINGA offices of President, Vice President-Army, Vice President-Air, Secretary, and Treasurer. The term of office is two years—2026-2028. Individuals interested in running for these offices must submit a photo and a resume to Mike Williams, Executive Director, [email protected] NLT 1 February 2026.

Candidate photos and biographies will be included in a WINGA newsletter, "Your Communicator", prior to our annual conference in April 2026.

Elections will be conducted at the annual business meeting in April 2026; members in attendance will cast their ballots. Absentee ballots must be requested in writing, via email or letter NLT 23 February 2026 to [email protected]; absentee ballots must be returned to the WINGA Office NLT 17 April 2026.
