This week's featured Project of Distinction is The Dylin by Stevens Construction Corp.

The Dylin is a 52,279 sq. ft., three-story Aparthotel that blends history with modern living, offering extended-stay comfort in the heart of Madison. The development includes three connected buildings: the historic Reynolds House, a new companion home, and a modern structure of two levels of post-tensioned concrete, one below grade, and two stories of wood framing with 51 extended-stay units. The Reynolds House, a three-story brick residence, was stripped to its bones and fully remodeled to meet current code while restoring its character. Exterior brick was repaired, the foundation updated, and details like oak trim and decorative pieces preserved. Next to it, the new Metzger House mirrors the Reynolds House in scale and style while introducing modern elements such as ACM panels and Hardie siding. Its basement includes a wet bar and lounge-like seating. Between the two homes rises the modern Aparthotel. Its Dayton Street entrance incorporates the preserved 1929 garage façade, now forming the main lobby and entry to 25 underground parking stalls. The exterior blends ACM panels, burnished block, and Hardie siding. Inside, studios to three-bedroom units feature full kitchens, stainless appliances, in-unit laundry, and high-quality finishes. Amenities include a fitness center, outdoor patio, and welcoming lobby.

Form SBD-10606 (Certificate of Compliance for Public Swimming Pools) must be completed by the supervising construction contractor, architect, or engineer prior to the final inspection of any public swimming pool or water attraction. This requirement now provides the DSPS pool inspector the authority to ask for inspection reports involving the commercial building or electrical code prior to signing off on the final pool inspection.

​The Division of Industry Services (DIS) review plans and specifications for the construction or alteration of public swimming pools. This includes whirlpools, public swimming pools, water recreation attractions, and swimming pool equipment. Consultation and inspection are also provided.

The Wisconsin Passenger Ropeways Code (SPS 333) has been updated and is effective July 1, 2026. Included are operations detach and fix gripped changes, new pre-operational inspection log requirements, and expanded operator and attendant knowledge requirements, stating attendants must be able to advise and assist passengers with adaptive equipment. https://docs.legis.wisconsin.gov/code/chr/all/cr_25_076

The Michigan Public Service Commission must revisit its order approving the Enbridge Energy Line 5 tunnel project because it did not properly examine environmental harms that might arise from extending the pipeline’s lifespan, the Michigan Supreme Court ruled Friday. The controversial pipeline runs from Superior, Wisconsin to Sarnia, Ontario, with a 4.5-mile segment of dual pipelines running through the Straits of Mackinac, where Lake Michigan and Lake Huron meet. Ben Solis of the Michigan Advance reports.

This week's featured Project of Distinction is Treetop Villas at Mirror Lake by Holtz Builders, Inc.

The Treetop Villas at Mirror Lake exemplify Holtz Builders' ability to turn one of the region’s most complex sites into a world-class retreat. Perched on a four-acre bluff, the three 1,799 sq. ft. villas and one 3,658 sq. ft. grand villa feature cantilevered bedrooms, soaring fireplaces, curtain walls, and decks that overlook sandstone cliffs and Mirror Lake. Holtz self-performed 66% of the total labor-hours, completing the 12-month build without a single recordable incident. Despite significant weather delays, steep grades, and a small laydown area, the team maintained momentum through innovative scheduling, just-in-time deliveries, prefabrication, and even panelizing walls offsite during downtime. Extensive collaboration with the owner and design partners allowed the team to adapt quickly to design changes, most notably the re-engineered glass curtain wall in the grand villa, which became a signature feature. By strategically sequencing trades and maintaining rigorous quality control through Procore and line-item tracking, Holtz delivered the project within budget while creating a one-of-a-kind guest experience. The villas now stand as both a regional landmark and a demonstration of how determination, ingenuity, and partnership can overcome extraordinary challenges.
