An emergency services district (ESD) can provide fire protection, emergency medical response or both. Atascosa County Emergency Services District #1 is a political subdivision of the State of Texas serving the northwest portion of Atascosa County, Texas, as a taxing district to support emergency services, including fire suppression and rescue. The District is governed by a board of five commission
ers, each appointed to a staggered 2-year term by the Commissioners Court of Atascosa County. They must be residents or taxpayers in the District. Atascosa County Emergency Services District #1 is funded by property taxes, which are based on appraisals of real and personal property, including single-family residential, multi-family residential, commercial, and raw land. Atascosa County Emergency Services District #1 was created in 2020 by the successful passage of an election as authorized by Chapter 775 of the Texas Health and Safety Code and as ordered by the Atascosa County Commissioners Court. The election served to establish a geographical boundary of 24 square miles with the authorization to establish a property tax rate not to exceed $0.10 per $100.00 assessed value. Sales Tax was established in 2024 through a vote of the residents of the District at a rate of $0.015 (1.5%). In 2025, the District received a petition for expansion, which was successfully passed by voters to include the Rossville VFD service area, adding 109 square miles and bringing the total District size to 133 square miles. Each month, the Commissioners hold a public board meeting to conduct the District's business. The meeting agenda is posted locally and on this website, listing the items to be considered. These meetings are held at the Lytle VFD Fire Station, 15078 Main Street, Lytle, Texas 78052, on the 3rd Tuesday of every month starting at 6:00 PM.
