The City of Luverne recently acknowledged spending over $20,000 of your tax dollars largely in an effort to block a proposed ballot question regarding the establishment of a Municipal Services Commission. Now why would they spend that much on legal fees to block the ballot question?

For those who are being told the narrative that a Municipal Services (Utility) Commission will raise taxes because of all the "added cost of administration" don't believe that for a second. The image on this post is direct expense items from the electric department 2026 budget and demonstrates the residents are likely overpaying presently for "administration". Keep in mind this is the electric department, that has NO DIRECT employees, and that the Data Processing Charge is the internal charge/allocation of billing staff.

Keep asking questions, we will dig and find answers for all of you.

Further clarification regarding the Resident Driven Petition proposing an amendment to the City Charter for ballot placement on the formation of a Municipal Services (Utility) Commission for oversight the Utilities instead of the City Council. The City of Luverne is essentially taking the stance that the capitalized words SHALL and MAY were really meant to be in the opposite order as written below directly from the statute language:
...All petitions circulated with respect to a charter amendment shall be uniform in character and SHALL have attached thereto the text of the proposed amendment in full; except that in the case of a proposed amendment containing more than 1,000 words, a true and correct copy of the same MAY be filed with the city clerk, and the petition SHALL THEN contain a summary of not less than 50 nor more than 300 words setting forth in substance the nature of the proposed amendment.... (See MN Statue 410.12 Subdivision 1 https://www.revisor.mn.gov/statutes/cite/410.12 )

This stance effectively kills the will of the 277 individuals (252 certified) to have the question placed on the ballot for the voters in November. The reason is that this stance is saying that the Petition Committee needs to have everything vetted and approved by the City of Luverne charter commission and then the Petition would need to be circulated for the required signatures; or the Petition Committee would need to initiate litigation to resolve the SHALL/ MAY issue. Both alternatives will likely take too long to accomplish by the July 7th deadline to submit the ballot question.
