Congratulations to the City of Lowell Economic Development Office for winning an award at the American Planning Association National conference for their work to strengthen small businesses in downtown Lowell.

The City of Lowell would like to congratulate the Economic Development Department for winning an award from the American Planning Association's Economic Development Division for their work helping to revitalize downtown Lowell. The department was recognized for programs that have made the downtown area better for both residents and visitors:

- The Downtown Lowell Vacant Storefront Program, which helps fill empty store spaces by offering state tax credits.

- Project Pop-Up, which gives new businesses a chance to try out a store with a short-term lease.

- The Small Business Expansion Program, which helps local businesses grow.

These programs have filled long-term commercial vacancies, improved the quality of life for residents and visitors, and made it easier for people in the community to start or grow a business. Thanks to these programs, the City of Lowell has achieved measurable benefits for the community.

Residents, economic development committee members, business owners and managers, nonprofit and government staff, and others are invited to the Northern Middlesex Council of Governments Economic Summit on March 20th.

The goal of the summit is to bring stakeholders together to develop strategies to improve the area’s prosperity, enhance the business environment, build the region’s quality of life, and ensure all types of folks share in the benefits. Each session will include plenary and concurrent facilitated breakout groups. The breakout groups will guide strategy formation as part of Greater Lowell Stronger Together, NMCOG’s 2025-2030 Comprehensive Economic Development Strategy (CEDS) plan.
