Last month, our Executive Director Patricia Lozano joined UC Berkeley’s Institute of Human Development (IHD) and Equity and Excellence in Early Childhood (E3C) at their Second Annual Early Childhood Policy Summer Institute where she participated in a moderated discussion for UC Berkeley graduate students from across disciplines in attendance to learn how research shapes policy in California's system. Alongside Virginia Early, Policy Office Administrator for the Early Education Division at CDE, Patricia shared perspectives on policy implementation, supports, and the ongoing work to strengthen California's infrastructure. The final priority area in Early Edge California's 2026 Policy Agenda focuses on ensuring California’s future thrives by embracing the cultural and linguistic strengths of Dual Language Learners (DLLs) starting at birth.

Our priority actions to support DLLs include:
⭐ Equipping and empowering educators with the knowledge and tools to effectively support children who speak Black (English) Language.
⭐ Supporting asset-based identification and data collection of DLLs, as outlined in AB 393 and AB 1363, to ensure they receive appropriate services as well as support in both their home language and English.
⭐ Supporting the expansion of programs beginning in the earliest years of learning and strengthen the bilingual educator pipeline to ensure young DLLs have consistent access to high-quality programs.
