At a recent Section 301 hearing held by the U.S. Trade Representative on excess capacity and production in manufacturing sectors, the two largest importers of fake Christmas trees testified their products should be exempted from tariffs.

The comment / hearings sessions were part of a broader proceeding by the USTR to look into sectors impacted by the Section 301 investigations. The fake tree importers did not “ask for a special hearing” …they signed up to be one of many groups to submit testimony that they should be exempted from Section 301 tariffs.

The testimony transcript by the fake tree importers is attached.

The rebuttal letter from NCTA, under the President's signature on behalf of all growers, includes specific references, corrections and rebuttals to the testimony given by the fake tree importers. Quarter Pine Tree Farm shared a thoughtful look at expanding greenery production, and it is an idea worth watching.

Beth Ann shared that one of the farm’s goals is to grow more diverse material for wreath and greenery production, along with increasing volume. That includes different varieties for what she describes as whimsical wreaths, with varied texture and subtle shifts in green tones.

She also shared plans to expand winterberry plantings after seeing how difficult it can be for people to find a source to purchase during the season. This year, Quarter Pine is planting 35, including 5 gentleman plants for proper pollination.

It is an interesting example of how farms can think beyond trees alone and explore added opportunity through greenery, wreath materials, and related products.

On April 30, the House of Representatives passed a bipartisan Farm Bill that includes several priorities for the horticulture industry.

The legislation strengthens specialty crop research, improves plant pest and disease programs, reauthorizes the Specialty Crop Block Grant Program, enhances disaster assistance for tree and nursery growers, and supports innovation and automation to help keep the industry competitive.

These investments are important for greenhouse, nursery, and specialty crop businesses facing increasing production challenges, labor pressures, and evolving plant health risks.

The letter was initiated by the National Council of Agricultural Employers.

NCTA has signed on to a letter regarding state pesticide preemption following a request shared by the Nursery & Landscape Association Executives.

The Farm Bill is scheduled to move to the full House floor next week. NALP’s top priority in the bill is securing state pesticide preemption, meaning only states, not localities, can regulate the sale and use of pesticides.

National and state groups in the green industry are sending this letter to Capitol Hill. Increasing support now will help oppose the amendment and the overall vote if offered.

RCTB is now accepting 2026-27 Research Grant Proposals.

The Competitive Research Grant Program typically funds $100,000 or more in research each year, with grants ranging from $10,000 to $50,000. The program focuses on research related to the image, desirability, use, marketability, quality, product development, or production of Christmas trees.

For 2026-27, the research priorities are:
▪️ genetic improvement, all species, all growing regions
▪️ environmental and socio-economic benefit of real trees, including health effects, green space, and sustainability
▪️ insect and pest management, including insects impacting survivability and quality, wildlife damage, and herbicide resistant weeds
▪️ improved technology, including labor reduction, safety, cost benefit, and quality of end product
▪️ disease management and resistance

Growers are encouraged to share this opportunity with local universities and researchers they would be interested in having RCTB partner with.

Proposals may be submitted by email to [email protected] on or before July 3, 2026.

Time is short for the 2026 referendum on the Christmas Tree Promotion, Information and Research Order.

Voting is open now and continues through June 2, 2026. Eligible domestic producers and importers can vote by mail or electronic ballot. Completed mail ballots must be postmarked by June 2, 2026, and completed electronic ballots must be submitted by 11:59 p.m. ET on June 2, 2026.

NCTA’s Board of Directors believes the success of the Christmas tree industry requires an organized effort focused on four things:

▪️ protecting farmers from potential threats, including regulatory issues, public messaging, and fake trees
▪️ advocating for rules and conditions that make farming successful, including labor, labeling, and taxes
▪️ promoting the benefits of buying a fresh Christmas tree each year to the public
▪️ funding research projects to make production of trees more sustainable and successful

NCTA’s mission is focused on the first two. The Real Christmas Tree Board’s mission and authorization are focused on the last two.

NCTA was the catalyst for starting the RCTB more than 15 years ago to provide value to growers and retailers in marketing, promotion, and research. The Board believes RCTB is fulfilling its mission and urges all members to vote YES in the upcoming 2026 referendum to continue the RCTB funded by assessments.
