“This is not a red-state or blue-state problem. ExcelinEd’s data shows that 13 states experienced a birth-rate decline of 20 percent in 2023 compared to 2007…. Come 2028, these lower birth rates will translate into massive enrollment losses, triggering a decline in funding because state aid is typically tied to student counts.”

Fewer births mean fewer students. Now is the time for policymakers to take steps to mitigate the impact and better support schools and students.

With support from federal funding, the Arkansas Department of Education has signed a four-year contract with a firm called Air Reading to provide tutoring to around 750 first-grade students in 50 rural districts.

A panel of state lawmakers endorsed a nearly $12.4 million federally funded contract with a California-based virtual tutoring firm on Tuesday.
