ASEA serves active and retired state employees.
We offer money-saving programs and exclusive discounts for members while advocating for the issues that affect all active and retired state employees - compensation, benefits and retirement. ASEA encourages high-quality work performance and professionalism by all state employees. ASEA is governed by an appointed board made up of active and retired state employees.

On September 1, 2026, CHI St. Vincent (part of the Common Spirit Health System) withdrew from all provider networks that serve Arkansas Blue Cross and Blue Shield's associated health plans, such as Health Advantage.

This will potentially impact Arkansas State Employee and Public School Employee members enrolled in the ARBenefits active and retiree medical insurance plans with Health Advantage who are seen at CHI St. Vincent hospitals or clinics.

If you are currently a CHI St. Vincent patient, we encourage you to contact your healthcare provider for more details about your healthcare options.
