About Local 34

On February 8, 1892, Ordinance #396 was adopted which created and provided for a paid Fire Department for the City of Little Rock. The following Little Rock Fire Department members were selected pro-tem so that officers could be elected and installed:

William Burns Jr., President B. Ray, Recording Secretary

The following permanent officers were then elected and installed, their t

erm of office to expire June, 1918 with the exception of two Trustees. William Burns Jr., President Capt. Harmon, Vice President Capt. Files, Recording & Corresponding Secretary O. Long, Financial Secretary Capt. Joe Carmichael, Treasurer Sam Coote, Sgt.-at-Arms E. R. Brookins, Sentinel Capt. Gus McDonald, 3 year Trustee Gus Ginocchio, 2 year Trustee Fred S. Alley, 1 year Trustee

During that first meeting, a Constitution and; Bylaws Committee was appointed, a new member was approved and correspondence from President Samuel Gompers and Secretary Frank Morrison of the American Federation of Labor was read. It was also decided that membership meetings would be held on the second and fourth Sundays of each month at the Central Fire Station. President Burns was also instructed to contact Jesse M. Pace and L. Moore regarding membership in the Central Trades Council and Arkansas State Federation of Labor. In following meetings, correspondence was exchanged with City Firemens Union #15473 of Schenectady, New York and City Firemens Union #14339 of Pueblo, Colorado to obtain advice and assistance. On Sunday, August 6, 1917 a Special Meeting was held to discuss a request from Schenectady, New York #15473 regarding support for organizing an International. Little Rock Firemens Union #15645 voted unanimously in favor of support for the creation of an International Firemens Union. On February 28, 1918, Little Rock City Firemens Union #15645 represented by Fireman John Kerwin, was admitted as Local 34 of the International Association of Fire Fighters. At this 1st IAFF Convention, Little Rock Delegate John Kerwin was elected to serve as the IAFF Vice President representing the 10th District. As a founding member of the International Association of Fire Fighters, Local 34 continues to support Fire Fighters rights to a fair standard of living, improved health and safety as well as progressive and professional working conditions.

The International Association of Fire Fighters was formed on this day in 1918, with Little Rock Local 34 (formerly known as the “City Firefighters Union” since 1917) as one of its charter members. Since then, the IAFF and Local 34 have led the way in improving the lives of firefighters and their families. Our most recent agreement with the city- with our highest wage increases in recent history, cancer protections, a fair pathway to a more progressive schedule, and better benefits for ALL firefighters on the job- is a direct reflection of that commitment to the men and women of the Little Rock Fire Department. Whenever and wherever the fight is, we’re here for it. Since day one.

We’re proud of the work that Eng. Jessica Evans put in on this issue as our representative on the committee that helped craft this policy. Allowing new parents the necessary time off to bond with a new child and care for their loved ones is the right thing to do and a huge step in the advancement of worker’s rights. We hope other cities will follow this example. Solid work, sister.

Full-time employees who have worked for the City of Little Rock for at least a year are eligible for the full 12 weeks of paid parental leave.

This week we were joined by several retirees at our monthly meeting as we had the privilege of presenting our Brotherhood Award to the 2025 honoree, Ralph Nelson. We created this award several years ago to recognize members who go above and beyond in their service to the union and our brothers and sisters in the fire service. Now retired, Brother Nelson continues to show up for firefighters and other first responders as a mental health and peer support resource in times of need, just as he did when he was on the job. His commitment to first responders exemplifies the concept of brotherhood and the fire service is better off because of this commitment. Solid work, brother.

Looking back at 2025, we feel it’s important to recognize our brothers and sisters on the job who make all this possible. Not just the functions of the union or the operations of the fire department, which are the basic reasons we exist, but the work outside of that scope that benefits the community around us. Through their generosity, their labor, and partnerships with other local stakeholders, they’ve helped raise over $92,000 for local charities this year; addressing needs like health, hunger, comfort, and even medical research.

Brothers and Sisters, we’re proud of the work you do and, more importantly, we’re proud to work for you.
In Solidarity,
Local 34
