Roll Call 2025 has been released!

The 2025 edition of Roll Call, titled “The Storm Arrives,” highlights the serious economic fallout from Maryland’s recent $1.6 billion tax hikes. It critiques the state’s new Budget Reconciliation and Financing Act (BRFA), which expanded taxes beyond the wealthy to include middle- and upper-middle-class residents. The report draws parallels to Maryland’s failed 2008 “millionaire’s tax” and features voices from the business and political sectors who are leaving or considering leaving the state due to what they see as unsustainable fiscal policies. With Maryland losing its Aaa credit rating, facing structural deficits driven by mandated education spending, and a growing budget crisis, Roll Call warns of worsening outmigration and argues that blaming the wealthy for not paying their “fair share” is both misleading and harmful.
