Cultural Centers of Lincoln Collaborative Project Update: Foxtail Meadows

We are excited to share that the Foxtail Meadows refugee housing project is ready for occupancy.

Through a partnership between the Cultural Centers of Lincoln Collaborative and Hoppe Development, six four-bedroom homes have been completed for refugee families at Foxtail Meadows in Southwest Lincoln.

This project was made possible through a $790,000 grant from the State of Nebraska Department of Economic Development (DED). We are deeply grateful to the State of Nebraska DED for investing in housing solutions that help refugee families find stability, opportunity, and a place to call home. We are also thankful to Hoppe Development for their partnership in bringing this project to life within the larger Foxtail Meadows community.

Project Details:
Move-in date: July 1, 2026
Location: 4945 SW 5th St, Lincoln, NE 68523
Homes: Four-bedroom homes
Rent: $1,800 per month
Available units: Six homes for refugee families

Eligibility:
Applicants must have refugee status and meet household income guidelines at or below 185% of the federal poverty guideline.

Families who are interested are welcome to drive by and view the property and the surrounding Foxtail Meadows community.

Cultural Centers of Lincoln is seeking a full-time Welcoming Coordinator that will collaborate with a wide array of stakeholders to implement the recommendations identified in the Lincoln/Lancaster County Welcoming & Belong Strategic Plan. The plan which was released to the community in March 2022 outlines six priorities: Equitable Access; Civic engagement and Community Connections; Education; Economic Opportunity; Safe and Healthy Communities, and Affordable Housing and Quality Housing.

SPECIFIC TASKS

Community collaboration and access

โ€ข Collaborate with existing entities that support immigrant and refugee residents, including Refugee Resettlement agencies, Cultural Centers of Lincoln Coalition, the New Americans Task Force, churches, and nonprofit organizations.
โ€ข Identify and address barriers to welcoming and inclusion by increasing language access and supporting translation of health, housing, and safety information into more languages.
โ€ข Provide educational opportunities to stakeholders about immigrant and refugee communities in Lincoln and Lancaster County.
โ€ข Promote social, economic, and civic engagement opportunities in local government.
โ€ข Support and advocate for pre-k through college educational opportunities and job training for immigrants and refugees.

Economic opportunity and education

โ€ข Support CareerLadder, Connectors, Bridgeway, and other programs that assist foreign-trained professionals in navigating work in their area of expertise.
โ€ข Assist entrepreneurial efforts of immigrants and refugees.
โ€ข Coordinate meetings with community stakeholders, including immigrants and refugees, to implement recommendations in the Welcoming & Belonging Strategic Plan.
Government partnership and civic engagement
โ€ข Work closely with city and county partners to identify needed changes in policies and practices.
โ€ข Prepare and share a monthly report at New Americans Task Force meetings: provide a monthly update (or as needed) at NATF meetings on relevant projects, cultivate participation in Welcoming and Belonging Plan.
โ€ข Cultural Centers of Lincoln and Welcoming Coordinator will provide semi-annual updates (or as needed) to the City Council and County Board.
โ€ข Build bridges between new residents and local government, including gathering community feedback on operational changes local government could make.
โ€ข Provide tours of the county-city building, help community members meet departments and elected officials, and provide accompaniment to County Board and City Council meetings.
โ€ข Hold monthly, or as needed, check-ins with city and county designees, including the Commission on Human Rights, Mayorโ€™s Office, County Board, and Human Services.
โ€ข Facilitate quarterly, or as needed, communication with the Welcoming Plan Steering Committee.
โ€ข Submit quarterly written data reports to county and city designees.
โ€ข Drive and oversee work groups and projects related to the Welcoming Plan.
Welcoming Plan leadership and Certified Welcoming status

โ€ข Support long-term maintenance of the Welcoming Plan and work with partners to determine when the Plan should be updated.
โ€ข Help maintain Lincolnโ€™s Certified Welcoming status by keeping partners aware of requirements, monitoring new developments within the designation, and leading the recertification effort when the time comes.
โ€ข Work with the Welcoming Week planning committee, securing donations, messaging, and engagement.

Newcomer resources, communications, and My City Academy

โ€ข Develop a brochure or newcomer packet with quick references and community information, such as cutting grass, how to interact with officers, call 911, access health centers, and understand local expectations.
โ€ข Develop other information that is important to share with newcomers to the community.
โ€ข Work closely with community partners, including Cultural Centers of Lincoln, Lutheran Family Services, Catholic Social Services, and others, to understand newcomer needs and help serve as a coordinating point for those who are new to the community and have questions.
โ€ข Maintain a welcoming website in multiple languages that provides resources, information on My City Academy, events, blog posts, and related updates.
โ€ข Maintain Welcoming Plan social media accounts, including Facebook, Bluesky, Instagram, and a separate email address for the Welcoming Coordinator.
โ€ข Assist in promoting My City Academy and support My City Academy in any way needed.
โ€ข Work with Human Services and community partners on grant applications to support this work.

We are truly grateful to everyone who has supported the Cultural Centers of Lincoln Collaborative. Thanks to your generosity, we have raised more than $16.4 million toward our $24 million goal โ€“ thatโ€™s over twoโ€‘thirds of the way there!

We are excited to share that office space will soon be available at the new Cultural Centers of Lincoln building!

Our new collaborative campus will bring together organizations and community partners committed to strengthening Lincoln through culture, connection, and service. The facility is expected to open in May 2027, and we are in conversations with organizations that may be interested in renting space.

We still have:
