The US Army Corps of Engineers at Libby Dam are providing information regarding the current status of Koocanusa Reservoir elevation and Kootenai River flow related to snowpack and inflow forecasting as we near the refill period.

The reservoir will not be drafted deeper than the current elevation, while dam discharge will remain steady through the end of April and then decrease in early May prior to the annual sturgeon flow augmentation (pulse) operation.

Current operations at Libby Dam are being driven by well above-average Snow Water Equivalent in the Canadian Rockies (see NOAA image), which is expected to produce 117% of normal spring and summer runoff into the reservoir upstream of Libby Dam from April through August.

Key context:
• Reservoir is currently about 90 feet below full pool (full pool is 2459’)
• Releases are near 20,000 cfs (max capacity is 25,000 cfs)
• The April (current) Water Supply Forecast for Koocanusa reservoir is for 117% of the 1991-2020 average, or 7,117 thousand acre-feet; normal inflow for this period of record is 6,080 thousand acre-feet.

• USACE’s official Water Supply Forecast for April through August is issued each month of the Water Year (starts October 1) through the winter and spring. These forecasts are used to determine the depth of reservoir drawdown through each month of the winter to provide for storage space for predicted runoff, while also accounting for required discharges during the spring and summer for Kootenai River white sturgeon spawning and bull trout.
•Operation of the reservoir through the spring and summer is determined by the May Water Supply Forecast. This forecast sets the volume of water the dam releases for sturgeon, the minimum flow for bull trout during the summer, and the target reservoir elevation for the end of September; the draft from summer elevation through the end of September is to provide water for mainstem Columbia River salmon and steelhead migration.

We will continue monitoring conditions closely and will provide an update once the final May Water Supply Forecast is issued.

Current changes and highlights:
The following changes are scheduled for Saturday through Monday, February 14th – 23rd .

The following outflow changes are scheduled for Saturday, February 14th:
-Outflows will increase from 4.0 kcfs to 5.0 kcfs at 0700 MST.

The following outflow changes are scheduled for Sunday, February 15th:
-Outflows will increase from 5.0 kcfs to 7.0 kcfs at 0600 MST.
-Outflows will increase from 7.0 kcfs to 9.0 kcfs at 0700 MST.
-Outflows will increase from 9.0 kcfs to 10.0 kcfs at 0800 MST.

The following outflow changes are scheduled for Monday, February 16th:
-Outflows will increase from 10.0 kcfs to 13.5 kcfs at 0700 MST.
-Outflows will increase from 13.5 kcfs to 15.0 kcfs at 0800 MST.
-Outflows will decrease from 15.0 kcfs to 14.0 kcfs at 2300 MST.

The following outflow changes are scheduled for Tuesday, February 17th:
-Outflows will decrease from 14.0 kcfs to 13.0 kcfs at 0000 MST.
-Outflows will decrease from 13.0 kcfs to 12.0 kcfs at 0100 MST.
-Outflows will decrease from 12.0 kcfs to 11.0 kcfs at 0200 MST.
